But if the solution will not come on my watch, I hope and pray that the Governor, other legislative leaders, Democrats and Republicans in the Senate and House can find a path to solve the state’s problems,” Radogno said in a statement. Radogno and Illinois Senate President John Cullerton last December came together to craft the “grand bargain” package to try to end the impasse. While the plan fell apart at times, all measures within the package passed the Illinois Senate. It was Radogno, R-Lemont, who came to Cullerton to try to come up with a plan to try to solve the budget crisis. In her statement, Radogno thanked Cullerton for his “friendship and working relationship.” “Though I leave political office with a sense of sadness and some disappointment, I leave with no regrets. The resignation of the top Illinois Senate Republican comes a couple months after she and Democratic Senate President John Cullerton tried to negotiate an end to the record budget impasse. Those talks fell apart, and Democrats blamed Republican Gov. Bruce Rauner, who had been shut out of the talks. “I believe it’s time for a new Senate Republican leader. I have done everything I can do to resolve the state’s budget crisis. I will continue to do so for the coming days,” Radogno said in a statement. “But if the solution will not come on my watch, I hope and pray that the governor, other legislative leaders, Democrats and Republicans in the Senate and House can find a path to solve the state’s problems. Radogno, 64, of southwest suburban Lemont, said she is leaving office “with a sense of sadness and some disappointment” but “with no regrets.” “I did my best — that’s all I could do. It has been a privilege to serve. But now I am looking forward to returning to private life and spending time with my family, especially my five grandchildren,” she said. Even before her announcement, behind-the-scenes efforts to replace Radogno were being made by state Sen. Bill Brady of Bloomington, who served as her top deputy in the Senate GOP caucus, and by state Sen. Karen McConnaughay, the former Kane County Board chairwoman from St. Charles, legislative sources said. Talk of Radogno’s decision had begun spreading privately during the closing days of June in the aftermath of months of contentiousness with a Democratic legislative majority and a demanding Republican governor who has extensively used his personal wealth to command loyalty among GOP lawmakers. Radogno found her members’ loyalty to Rauner sometimes created problems with loyalty to her leadership, some GOP lawmakers said privately. That surfaced in attempts with Democrat Cullerton to negotiate an end to the state’s historic budget impasse known as the “grand bargain.” Rauner contended the so-called bargain did not go far enough and Democrats accused him of stripping away votes from a version of the package. Though Radogno has been in the General Assembly for 20 years, a decision to step down had been expected as the grind of legislative sessions, particularly serving in the minority, began to take its toll. Besides the political battles, Radogno also had some personal tragedies during her tenure, including the June 2014 death of her 31-year-old daughter, Lisa. In 2009, Radogno became the first woman to lead one of the four legislative caucuses. She succeeded Frank Watson of Downstate Greenville, who had suffered a stroke. Before running for the Senate, she was a La Grange trustee for seven years. Prior to that, she was a social worker at Mercy Center for Health Care Services. Not that a single Illinois voter knows about it – other than non-citizen “voters” being organized by the Illinois Coalition for Immigrant and Refugee Rights (ICIRR) to lobby for its passage. Illinois politicians have devised a legislative euphemism, the “Illinois Trust Act,” to keep the bill quiet. In fact, ICIRR organizers say they intentionally avoided the word, “sanctuary.” Perhaps Springfield pols fear the wrath of downstate voters who supported Donald Trump by 79% margins in blue state Illinois; if voters actually knew what was in the bill, there would be political hell to pay. William J. Kelly, Republican candidate for Governor, has issued the following statement: Illinois politicians passed this secret legislation on Memorial Day and it’s the ultimate stab in the back to all the soldiers who gave their lives to keep America a sovereign country. Politicians, who want the illegal immigration vote, want to keep the Illinois Trust Act hush-hush. Gov. Rauner, a liberal Republican who is pals with Rahm Emanuel, is afraid to talk about the Trust Act and refuses to discuss it. Supporters of this bill claim it will make immigrants feel more secure. But who has more of a right to feel secure in their own state? Illegal immigrants or legal citizens? The Illinois Trust Act isn’t intended to help legal citizens feel more secure; it is intended for people who are breaking laws and illegally siphoning welfare and medical benefits from the American citizens who need it most – the poor, the homeless, and the disabled. This is a sanctuary state bill and Gov. Rauner is afraid of offending illegal immigrants, refugees, and their supporters? Too bad he’s not as worried about offending U.S. citizens and Illinois voters – at least the legal ones.)

In spite of this being such a large amount of money, there is a remarkable lack of transparency surrounding these funds. Taxpayers deserve to know the details of the lucrative pensions of career bureaucrats and members of Congress. Basic questions deserve answers: How many years were worked, how much money was paid-in and by whom, how quickly did they break-even on their own contributions, and just how much did the taxpayers finance? Releasing data on federal pensions will require an act of Congress, and we are leading the way. The Taxpayer Funded Pension Disclosure Act will empower citizens with the data and technologies to hold their government accountable like never before. Today, pension data is not merely opaque; it is literally hidden in an underground complex in Pennsylvania. Federal employees hand-calculate federal pensions in a process that has not changed since the Cold War era. How many mistakes has the government made in that cavernous complex? No one knows because we’re all in the dark. The case for greater federal pension transparency can easily be made by looking at the fraud that has already been exposed by non-profit organizations like Open The Books at the state level. In the 32 states that have pension transparency – including California, Illinois, New York and Oregon – citizens have exposed significant amounts of waste and mismanagement. Auditors at Open the Books uncovered a pair of union bosses in Illinois who taught as substitutes for one day in public schools and then retired, in order to collect a pension that will amount to $1 million dollars over their lifetime. At the Port Authority of New York and New Jersey, data shows that a police lieutenant with a final salary of $129,000 received a starting pension of $172,000. An assistant airport operations manager retired with a final salary of $89,000, but soon began collecting a $103,000 pension. An electrician quit with a base salary of $76,000 and collected a pension of $79,000. With relatively little transparency, we’ve found numerous examples of waste and abuse across the country. Consider what we’d find if we could see more at the federal level. For instance, former IRS chief Lois Lerner used her authority to infringe the rights of American citizens and consistently obstructed congressional investigations. Wouldn’t it be nice to see her pension information? Her pension is estimated to equal nearly $2 million in lifetime payout. According to the Office of Personnel Management, in 2012, 21,000 retired federal employees were collecting pensions exceeding $100,000. Since then, the number has likely doubled or tripled. Moody’s estimates federal employee pensions have a $3.5 trillion-dollar unfunded liability, with taxpayers on the hook to guarantee it all. All of this information should be posted online in real time. Revealing this data across the board will allow citizens and policymakers to have a productive debate about pensions. Pulling this data out of the government’s underground pension cave and into the light will protect taxpayers, retirees, and near-retirees who have a right to ensure these taxpayer dollars are well-spent.)

That level of staff cuts would leave GAO with its lowest level of staff since the 1930s, Ryan added. The GAO is responsible for auditing government programs for Congress and recommending ways to ferret out inefficiencies. “With the Trump administration refusing legitimate oversight requests just because they come from Democrats, GAO’s efforts to root out waste, fraud and abuse are more important than ever,” Ryan said, referring to a legal opinion from the Trump administration advising agencies that they could ignore oversight requests from Democrats. The bill would leave the GAO’s funding flat at 2017 levels of $568 million, $46.2 million below its appropriation request for the year. Because the GAO expected $27.5 million in reimbursements from program and financial audits and rental income, however, the figure is only $22.7 million below its net appropriations request. Earlier in the week, GAO Director-General Gene Dodaro testified that the agency’s work identifying waste, fraud and abuse in the government led to $112 in savings for every dollar invested in the agency. “Last fiscal year alone, our work generated over $63 billion in financial benefits and 1,234 program and operational improvements across government,” Dodaro said.)
