Both bills would increase the deficit and could trigger cuts to Medicare if Congress doesn’t waive sequestration rules for federal spending. The AARP is also concerned that many seniors would see their taxes go up under the bills. There are also provisions unique to the House and Senate bills that the group opposes. The AARP opposes the House’s push to repeal the deduction for medical expenses and the Senate’s push to repeal the ObamaCare individual mandate. Housing industry Key groups in the housing industry took issue with the tax bills even before they were released, warning that they reduce incentives for homeownership. Both bills would substantially increase the size of the standard deduction taxpayers can take. This would reduce the number of people who take the mortgage interest deduction and concentrate those who do claim the preference at the upper end of the income scale. The House bill would cap the mortgage interest deduction for new mortgages at the first $500,000, down from $1 million under current law, and would eliminate the deduction for second homes. It also would eliminate the deduction for state and local income and sales taxes and would cap the deduction for state and local property taxes at $10,000. The Senate bill does not curb the mortgage deduction, but it would completely eliminate the property-tax deduction. . .Charities Nonprofits have several concerns with the GOP’s legislation. The increase in the standard deduction in the House and Senate bills would reduce the number of people who would claim the itemized deduction for charitable contributions. Charities are concerned that this change could lead to a decline in charitable giving. Additionally, the House bill would scale back the “Johnson amendment” that prevents churches and other organizations with 501(c)(3) tax-exempt status from endorsing or opposing political candidates. Under the House bill, nonprofits would be allowed to engage in political speech from 2019 to 2023 as long as the speech is in the ordinary course of business and expenses related to the speech is minimal. Nonprofits generally oppose curbing the Johnson amendment because they think doing so would inject partisan politics into charities.)

And it seems to me that every time there’s “tax reform” I end up paying more in taxes and the country ends up deeper in debt. The thing is, I don’t mind paying taxes because I have always needed the stuff the government provides. I went to public schools. I drive on publicly-funded streets. I drink water treated by government filtration systems. I use toilets connected to government sewer systems, one of the most underrated inventions in the history of mankind. Listening to my neighbors and friends complain about their taxes over the years, I always felt that I was missing something important. Why did they feel so burdened? Some of them used far more government services than I did. Some were public employees. That’s right. Government employees often complain about their taxes being spent on undeserving people too lazy to work for a living. Yet, they become angry when people claim that government workers are lazy and overpaid. I don’t mind paying taxes.)

My and my wife’s 2016 federal income tax return shows that we had $30,890 in itemized deductions. We paid $21,433 in medical and dental expenses and we were able to deduct $13,859 of that, we paid $12,835 in real estate taxes, we paid $1,468 in state income taxes, and we made $2,728 in 501(c)(3) contributions. To support the GOP tax bill is to say that a) you want those who take the standard deduction to pay less federal income tax and b) you want those who itemize their deductions to pay more federal income tax. Overwhelmingly, a) those who take the standard deduction are renters and younger and are more likely to vote for Democrats and b) those who itemize their deductions are homeowners and older and are more likely to vote for Republicans. From what I see, Republican leaders want those who itemize their deductions to take the biggest tax hit. I itemized 1972-1977 and my wife and I have itemized since 1978. Government should encourage homeownership and taking job-related graduate courses. The deductibility of mortgage interest, real estate taxes, and job-related education a) encouraged me to take job-related graduate courses 1972-1983 and 1992-1997, b) encouraged me to buy a new town home in 1972, a studio condo in 1974, and a one bedroom condo in 1976, and c) encouraged my wife and I to buy a home in 1978 and to have one built in 1984.)

The left-leaning Institute on Taxation and Economic Policy said changes to the state and local tax deduction under the House bill would contribute to one of every five taxpayers in the hardest hit states getting a higher tax bill. While most of those states are led by Democrats, Republican-led Georgia and Utah, and the swing state of Virginia were among them. Democratic lawmakers said that any initial tax relief felt by the middle class or working-class families will eventually disappear. In Georgia, for example, an estimated 9 percent of filers would pay higher taxes in 2018, rising to 22 percent by 2027, according to an analysis by the Institute on Taxation and Economic Policy. The state and local tax deduction is just one of many provisions targeted for change under legislation that passed the House earlier in the week and is pending in the Senate. The House version would repeal the deduction for income and sales taxes while capping the property tax deduction at $10,000. The Senate bill would end deductions for all state and local taxes. Most tax filers currently take the standard federal deduction of $6,300 per individual or $12,600 for married couples. But some reap larger tax breaks by itemizing deductions for state and local taxes, medical expenses, charitable contributions and interest paid on home mortgages. The state and local tax break is the largest of those. About 44 million taxpayers claimed deductions totaling around $550 billion for state and local taxes paid in 2015, according to the most recent IRS data. The top 10 states with the highest average state and local tax deductions all voted for Democrat Hillary Clinton in last year’s election. New York led the way with an average state and local tax deduction of more than $22,000, followed by Connecticut, California, New Jersey and Massachusetts. But when analyzed by the percentage of taxpayers claiming the deduction, several states won by Trump rank in the top third nationally. (FROM THE ARTICLE: Say goodbye to most deductions. Almost all itemized deductions are going away, except for three. The final House bill keeps the deductions for charitable donations, property taxes up to $10,000 a year and the mortgage interest deduction. The mortgage interest deduction would be capped at $500,000 for mortgages (down from $1 million now). About 30 percent of filers itemize. Most of the people who itemize claim the state and local tax deduction (SALT) where they deduct their state and local sales, income and property taxes. Under the House bill, only the property deduction would remain. This hurts people living in high-tax (and often blue) states like New Jersey, New York and California. Several GOP representatives from these states plan to vote no on the bill in protest. The adoption credit stays. The 401(k) exemption stays. But .?.?.Say goodbye to the tax credits for plug-in motor vehicles. It gets repealed in 2018. Say goodbye to the deduction for medical expenses. It goes away in 2018. Say goodbye to being able to write off the costs of your tax preparer. That goes away in 2018. Say goodbye to the deduction for moving expenses. It goes away in 2018, except for members of the military. Say goodbye to most tax benefits for college. At the moment, low and middle income Americans can deduct up to $2,500 a year in student loan interest. That benefit would go away in 2018. In addition, grad students who get tuition waivers because they teach or do research would now have to pay income tax on the waiver, a big change. For students currently in school, the American Opportunity Tax Credit would remain, which allows a $2,000 credit for higher education expenses. Say goodbye to the deduction for theft or loss of valuables. Right now people can write a lot of their losses off on their taxes, but that would be gone in 2018. The one exemption is losses for a natural disaster such as Hurricane Harvey. Those would stay.)
