(FROM THE ARTICLE: Last week, House Republicans released the Tax Cuts and Jobs Act, which would add more than $1.5 trillion to the federal deficit and gives massive tax cuts to large corporations and the wealthy, paid for on the backs of working families in Illinois and across the country. Using a partisan legislative process, the House Republicans’ plan lowers the rate at which corporate profits—currently at record highs—are taxed, while eliminating or restricting numerous deductions and tax benefits used by middle-income families to reduce their tax bills. Along with eliminating vital tax benefits such as the medical expense deduction and the student loan interest deduction, House Republicans gut the deduction for state and local taxes, or SALT, which 44 million Americans nationwide use to avoid being doubled taxed on their hard-earned income. Illinois has the fifth-highest number of taxpayers who benefit from this deduction, with 85 percent of them making under $200,000 per year. Nearly 2 million Illinoisans—roughly one-third of all taxpayers in the state— claim an average deduction of $12,500. Yesterday, Rep. Peter Roskam, a Republican from Wheaton and chairman of the House Tax Policy Committee, extolled the plan, in a piece published here, for benefiting everyone. Because the House GOP plan guts the state and local tax deduction, more than 50 percent of the taxpayers in the 6th Congressional District—represented by Roskam—could see their taxes increase if this plan became law. Out of the entire nation, Roskam’s district has the 12th-highest percentage of taxpayers benefitting from the SALT deduction. Seventy-nine percent of them earn less than $200,000. What does this mean for families? It means that a married couple with two children living in west suburban Wayne, straddling DuPage and Kane counties inside Roskam’s district, and making $50,000 to $75,000 annually would see a tax increase of about $1,100 under the House Republican tax plan. And the bad news doesn’t stop there. Many of the families our Republican colleagues claim their plan would help would actually see costs increase over time—because the provisions affecting those families are written in disappearing ink that fades over time. This means that under the House Republican plan, 20 percent of all taxpayers in Illinois would see their taxes rise by 2027—with taxes rising an average of $1,670 per taxpayer. At the same time, the richest 1 percent in Illinois would receive an average tax cut of $56,850 next year and $75,050 by 2027. With U.S. corporations earning record profits, exploding our deficit to benefit the wealthiest 1 percent of Americans is no way to provide relief to the millions of working families in Illinois who need a helping hand. Low- and middle-income Americans, whose spending accounts for two-thirds of the economic productivity in our country, should be the focus of any tax reform plan that Congress considers. Instead, the House Republican tax plan burdens middle-income Americans and the small businesses that power our economy, while lining the pocketbooks of the ultra-wealthy, including President Donald Trump’s friends and family. Illinoisans deserve better than the House Republican plan, which Roskam enthusiastically supports.)

Proft argued that Madigan has been able to control everything as long as he has because Republicans haven’t always fought the way they need to. “The reason Madigan has enjoyed his run is not because he’s genius: It is because the Republican Party is feckless, weak and surrenders,” he said. State poltics has become so divisive that it is tearing apart families, Proft contended. “Millennials are leading the exodus from this state,” he said. “The problem is, for the biggest investment middle-income families make in their lives — their homes — it’s not possible to get a rate of return on. We talk about businesses leaving, people leaving; people are leaving to go to states that keep their promises to families that have a member with developmental disabilities.” To Proft, that’s a clear indication it’s time state leaders change their focus. “We should be having a conversation about keeping our promises,” he said. “Instead of only talking about being No. 1 in job creation, maybe we should focus on being No. 1 in providing services that are a mirror of our humanity. We have become an unkind state, a barbaric state.” Proft sees another jarring example of that in the way Ford Heights, one of the state’s poorest communities, now boasts some of the highest property taxes. “This state is becoming a home equity desert, and it’s forcing people to leave and breaking up families,” he said.)

(FROM THE ARTICLE: Legalizing marijuana use in Illinois won’t only lead to more vehicle crashes, but it will hamstring police and prosecutors by making arrests problematic, transportation experts said Tuesday at a AAA forum. Illinois has allowed medical marijuana since 2014, and legislation is pending in the General Assembly to permit the general use and sale of up to one ounce for people 21 and older. “We finally made so much headway with reducing fatal alcohol-related car crashes, and now this comes along and blows it out of the water,” Carol Stream Deputy Police Chief John Jungers said at the Oak Brook conference. “My concern is about putting a law in place without being prepared for the repercussions.” AAA has studied the impact of legalization in Washington state and found marijuana use and fatal crashes are increasing. The portion of drivers in fatal crashes who recently used marijuana spiked to 17 percent from 8 percent from 2013 to 2014, the motorist advocacy group reported. “Illinois is not ready for this,” Illinois Traffic Safety Resource Prosecutor Jennifer Cifaldi said, adding her greatest fear was “an increase in traffic fatalities.” Advocates for legalization say changing the law would take marijuana out of the hands of drug dealers, reduce related crimes and allow people to buy a legitimate product from regulated and licensed businesses. A majority of Democratic gubernatorial candidates either support legalization or want a referendum on the issue. It’s been estimated the move could generate $350 million to $700 million to boost Illinois’ budget. Authorities at the conference said it’s difficult to get convictions for driving under the influence of cannabis because the state’s crime lab does not conduct that test. Illinois law now prohibits driving with 5 or more nanograms of tetrahydrocannabinol or THC in a person’s system. THC is the active ingredient in marijuana that can affect a person’s brain and behavior. Colorado Traffic Safety Resource Prosecutor Jennifer Knudsen said many marijuana products, including gummy bears, drinks and cookies, have become available since that state legalized cannabis. Normalizing marijuana makes it difficult for Colorado police to make judgments on whether a person is impaired during traffic stops. And in court, “when we get our juries, many of them voted for it (legalization),” she said. Alcohol use has been studied for decades, Jungers said, but the effect of marijuana on drivers is relatively unknown. “It affects people differently. … There’s not enough science to write a law,” he said. “It’s something that we’re hoping the legislature takes a really close look at,” AAA spokeswoman Beth Mosher said. “There are other issues than whether or not this is good financially for Illinois.” Cifaldi thinks legalization isn’t a matter of if but of when. “It’s going to happen,” she said.)

Several million people unlucky enough to face big medical bills not covered by their insurance would lose a valuable deduction under the House GOP bill. Groups representing older people and patients are trying to save it. “Anybody who is paying for the cost of nursing home care is paying a great deal of money, and they are going to lose that deduction, and their taxes are going to go up,” said Thomas DeCoursey, a retired lawyer from Kansas, in his 70s. He relies on the deduction to help offset costs associated with nursing home care for his wife, who has Alzheimer’s. Some of his own medical expenses also factor in. DeCoursey estimates that in a couple of years their annual costs will pass $100,000. “There are a lot of people in my shoes,” said DeCoursey, who lives in Leawood, a well-to-do Kansas City suburb that voted for President Donald Trump last year. About 9 million households – 6 percent of tax filers – claim the medical expense deduction, said Gordon Mermin, a senior researcher at the nonpartisan Urban-Brookings Tax Policy Center. The annual cost to the U.S. Treasury is about $10 billion, which ranks it as a modest tax break. Those who benefit tend to be middle-income and upper-middle-income people. “For the people who claim it, it is not a trivial benefit,” said Mermin. The medical expense deduction is also versatile. In addition to nursing home care, not generally covered by medical insurance plans, it can be used for: -Transportation expenses to a top hospital, like a comprehensive cancer center. -Some long-term care insurance premiums. -Installing specialized medical equipment in a patient’s home or vehicle. -Dental procedures. -Bills from out-of-network doctors. “When you are faced with large medical costs and don’t have a lot of options, this is one that helps people,” said Barbara Collura, president of RESOLVE: The National Infertility Association. Most insurance plans do not cover fertility treatments, which can cost from $15,000 to $30,000. The deduction can offset some of that cost. Advocacy groups pushing back against repeal may get help from the Senate.)
