WHITE HOUSE
— A STATEMENT FROM THE PRESIDENT  “I applaud the Senate for taking a giant step to end the Obamacare nightmare. As this vote shows, inaction is not an option, and now the legislative process can move forward as intended to produce a bill that lowers costs and increases options for all Americans. The Senate must now pass a bill and get it to my desk so we can finally end the Obamacare disaster once and for all.”

DAILY HERALD
— DuPage forest commissioners probably won’t ax pensions – Robert Sanchez  (DIERSEN: I got full-time credit toward my Civil Service Retirement System pension while I worked only part-time for the Park Forest Post Office 1966-1969. Of course, my critics/opponents, their operatives, and their dupes have always been furious about that.  The GS-14 GAO manager who took the lead a) in getting GAO to force me to take an $18,847 (21%) pay cut in today’s dollars to transfer from IRS to GAO in 1980, b) in keeping me off audits of IRS, c) in delaying my promotion to GS-13, d) in stopping me from being promoted to GS-14, e) etc. bragged that he got Congress to end the aforesaid retirement benefit that I got.)
http://www.dailyherald.com/news/20170725/dupage-forest-commissioners-probably-wont-ax-pensions
(FROM THE ARTICLE: DuPage County Forest Preserve District commissioners could eliminate their taxpayer-funded pensions by simply declaring their elected jobs don’t require them to work at least 1,000 hours a year. But that appears unlikely to happen because most commissioners insist their $50,000-a-year positions are more than just part-time gigs. “This job takes more than 1,000 hours to do if you are meeting the expectations of your constituents,” Commissioner Tim Whelan said. “There’s just a plethora of issues that come up.”)

(FROM THE ARTICLE: The River Forest Village Board is currently working on a so-called “welcoming resolution” draft to spell out its policies toward undocumented village residents and visitors. As reported by Wednesday Journal, nearby communities, including Oak Park, have adopted similar measures in recent months. At its July 10 meeting, village trustees discussed a working draft of the resolution and took public comment. They did not include the draft in the meeting’s packet and it was not available for residents to read. At that meeting, Village President Catherine Adduci said the resolution could be on the board’s August agenda. Wednesday Journal got a copy of the latest available working draft through a Freedom of Information Act request. The draft is the same document trustees discussed at the July 10 meeting, Village Administrator Eric Palm said. It has not been updated or changed based on trustee comments or resident feedback. The full document is available online at oakpark.com.)

http://www.politico.com/tipsheets/illinois-playbook/2017/07/26/politico-illinois-playbook-business-group-fears-rauner-immigration-retreat-221521
(FROM THE ARTICLE: An Illinois business group fears that recent staffing shifts in Gov. Bruce Rauner’s office may imperil a pro-immigrant bill that’s been sitting on the governor’s desk for nearly a month. The legislation, called the Illinois Trust Act — SB31 — limits local authorities’ reach on investigating immigration status when no serious or violent crime has been committed. It prohibits authorities from holding an individual solely on the basis of immigration status. The aim is to allay rampant fear of deportation in the immigrant community, which business owners say is harming constituencies from a moral standpoint. And from a business standpoint, it’s harming their workforce. See bill language here  Immigrant PTSD: The Illinois Business Immigration Coalition, a chief supporter of the bill, says it believed the governor supported the measure and that SB31 was on a path to become law. Now they say Rauner is “dragging his feet” on the issue. One major supporter of the law, Crate & Barrel co-founder Carole Browe Segal, who also co-chairs an Illinois business group, said she’s disappointed Rauner hasn’t already signed it. “This is a really important bill that we need to stand up for as good citizens. This bill protects the undocumented that have done no wrongdoing,” Segal told POLITICO. “We have to realize the fear and the stress and the PTSD that we are causing the 12 million undocumented workers.” Business support: In June, 171 CEOs, employers, farmers, manufacturers in Illinois urged Governor Rauner to support the Trust Act, in a full page ad in the Chicago Tribune. Asked where the governor stands on the bill, if his position recently changed and whether he will sign it, Rauner’s office offered little guidance. “The Senate has sent SB31 to the Governor’s desk. It is currently being reviewed,” said governor spokeswoman Laurel Patrick. “I will keep you posted on any updates or additional details.” Inconsistencies: William Kunkler III, a Republican co-chair of the Illinois Business Immigration Coalition, said he recognizes the vise Rauner is in on the issue as he heads into reelection in 2018. Rauner must contend with a pro-Trump electorate in southern and central Illinois, many of whom supported the president’s hardline approach to illegal immigrants and whose support Rauner needs as he enters into a brutal reelection battle. Kunkler said Rauner has supported major immigration issues in the past, including signing a law that provides health insurance to 41,000 undocumented children. “He’s been very helpful and responsive to our organization. I feel like I’m on the same page with the governor on this issue overall,” Kunkler said of the governor. “I’m surprised that this wouldn’t just go forward quickly. I’d want to know who’s hanging this up and why.”)

— No Way to Quantify Value of Job Security, Says CBO  (DIERSEN: While I worked for GAO 1980-1997, GAO employees who were Republican, White, male, older, and/or non-veteran HAD FAR LESS JOB SECURITY THAN THOSE WHO WERE Democrat, minority, female, younger, and/or veteran.)

— House Lawmakers to CBO Analysts: You’re Fired – Charles S. Clark  (DIERSEN: Constructively, during the 1980s and 1990s, the Democrats who ran GAO said “you’re fired” to GAO’s employees who were Republican, White, male, older, and/or non-veteran. Because I have always been a Republican, because I am White, because I am male, because I am old (born in 1948), and because I am not a veteran, were it not for federal civil service protections, a) GAO would NOT have hired me in 1980 or let me work there for almost 18 years and b) GAO would NOT have promoted me in 1986.)

FEDERAL NEWS RADIO
— Republicans use Holman Rule to propose 89 personnel cuts at CBO – Nicole Ogrysko  (DIERSEN: My critics/opponents, their operatives, and their dupes in Wheaton, in Glen Ellyn, in Milton Township, in DuPage County, and Illinois would love to get my Congressman Peter Roskam to use the Holman Rule to cut if not eliminate my $50,856/year Civil Service Retirement System pension and my $17,288 federal health, dental, and vision insurance subsidy. They were overjoyed a) when my Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $18,847 pay cut in today’s dollars to transfer from IRS to GAO in 1980; b) when my Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, and disallowed my partial day per diem claims in 1974; and c) when my Democrat Post Office superiors forced me resign in 1969 and disallowed my sick leave requests in 1969 and 1968.)
https://federalnewsradio.com/workforce/2017/07/republicans-use-holman-rule-to-propose-89-personnel-cuts-at-cbo/
(FROM THE ARTICLE: For the first time since House lawmakers reinstated the rule earlier this year, three Republicans filed an amendment using the Holman Rule to target 89 employees at the Congressional Budget Office. The little-known relic from the 1870s lets any member of the House make significant changes to agency functions or personnel through an amendment during the appropriations process. . .Democrats in the national capital region, including Minority Whip Steny Hoyer (D-Md.) and Del. Eleanor Holmes Norton (D-D.C.), along with Reps. Don Beyer (D-Va.), Anthony Brown (D-Md.) Gerry Connolly (D-Va.), John Delaney (D-Md.), Jamie Raskin (D-Md.) and Bobby Scott (D-Va.), blasted the amendment, calling it “part of a strategic assault on objectivity and expertise in the civil service.” “This is exactly what we worried about when Republicans reinstated this arcane rule in January,” members said in a joint statement. “The Holman Rule empowers members of Congress to target individual federal employees. The rule is being used to punish an important advisory body for doing its job by providing forecasts which some members now find inconvenient.” Lawmakers voted back in January to reinstate the “Holman Rule,” a little-known provision that allows lawmakers to bring an amendment on an appropriations bill to the House floor that may “retrench” agency spending, reduce the number of federal employees in a particular agency or cut the salary or “compensation of any person paid out of the Treasury of the United States.” They included the measure in the House rules package at the beginning of the 115th Congress. The Holman Rule essentially lets House lawmakers make changes to a federal employee’s salary or position without input from the appropriations committee. Members can debate these amendments on the House floor for a limited time. But members of Congress haven’t included the Holman Rule since a congressional session in 1983. The rule itself dates back to 1876 and has been a part of the rules package on occasion since then.)

CHICAGO SUN-TIMES
— Illinois Senate GOP Leader Christine Radogno will resign Saturday – Tina Sfondeles
http://chicago.suntimes.com/politics/illinois-senate-gop-leader-christine-radogno-will-resign-saturday/
(FROM THE ARTICLE: Illinois Senate Republican Leader Christine Radogno on Thursday announced she’s resigning. Radogno — the first female caucus leader in Illinois General Assembly history — will resign as leader and also as a senator on Saturday, the first day of a new fiscal year, and the looming deadline for a budget deal to be reached. “I have done everything I can do to resolve the state’s budget crisis. I will continue to do so for the coming days. But if the solution will not come on my watch, I hope and pray that the Governor, other legislative leaders, Democrats and Republicans in the Senate and House can find a path to solve the state’s problems,” Radogno said in a statement. Radogno and Illinois Senate President John Cullerton last December came together to craft the “grand bargain” package to try to end the impasse. While the plan fell apart at times, all measures within the package passed the Illinois Senate. It was Radogno, R-Lemont, who came to Cullerton to try to come up with a plan to try to solve the budget crisis. In her statement, Radogno thanked Cullerton for his “friendship and working relationship.” “Though I leave political office with a sense of sadness and some disappointment, I leave with no regrets. I did my best – that’s all I could do. It has been a privilege to serve. But now I am looking forward to returning to private life and spending time with my family, especially my five grandchildren.” Radogno began her third term as leader in 2013. She has served in the Illinois Senate since 1997 and represents the 41st District in DuPage, Will and Cook counties.)

http://www.chicagotribune.com/news/local/politics/ct-christine-radogono-retirement-illinois-senate-met-0630-20170629-story.html
(FROM THE ARTICLE: State Sen. Christine Radogno, the first female legislative leader in Illinois history, said Thursday that she will resign from office effective Saturday. The resignation of the top Illinois Senate Republican comes a couple months after she and Democratic Senate President John Cullerton tried to negotiate an end to the record budget impasse. Those talks fell apart, and Democrats blamed Republican Gov. Bruce Rauner, who had been shut out of the talks. “I believe it’s time for a new Senate Republican leader. I have done everything I can do to resolve the state’s budget crisis. I will continue to do so for the coming days,” Radogno said in a statement. “But if the solution will not come on my watch, I hope and pray that the governor, other legislative leaders, Democrats and Republicans in the Senate and House can find a path to solve the state’s problems. Radogno, 64, of southwest suburban Lemont, said she is leaving office “with a sense of sadness and some disappointment” but “with no regrets.” “I did my best — that’s all I could do. It has been a privilege to serve. But now I am looking forward to returning to private life and spending time with my family, especially my five grandchildren,” she said. Even before her announcement, behind-the-scenes efforts to replace Radogno were being made by state Sen. Bill Brady of Bloomington, who served as her top deputy in the Senate GOP caucus, and by state Sen. Karen McConnaughay, the former Kane County Board chairwoman from St. Charles, legislative sources said. Talk of Radogno’s decision had begun spreading privately during the closing days of June in the aftermath of months of contentiousness with a Democratic legislative majority and a demanding Republican governor who has extensively used his personal wealth to command loyalty among GOP lawmakers. Radogno found her members’ loyalty to Rauner sometimes created problems with loyalty to her leadership, some GOP lawmakers said privately. That surfaced in attempts with Democrat Cullerton to negotiate an end to the state’s historic budget impasse known as the “grand bargain.” Rauner contended the so-called bargain did not go far enough and Democrats accused him of stripping away votes from a version of the package. Though Radogno has been in the General Assembly for 20 years, a decision to step down had been expected as the grind of legislative sessions, particularly serving in the minority, began to take its toll. Besides the political battles, Radogno also had some personal tragedies during her tenure, including the June 2014 death of her 31-year-old daughter, Lisa. In 2009, Radogno became the first woman to lead one of the four legislative caucuses. She succeeded Frank Watson of Downstate Greenville, who had suffered a stroke. Before running for the Senate, she was a La Grange trustee for seven years. Prior to that, she was a social worker at Mercy Center for Health Care Services. She holds a master’s degree in social work from Loyola University.)

CRAIN’S CHICAGO BUSINESS

http://www.chicagobusiness.com/article/20170629/BLOGS02/170629827/radogno-quits-as-state-budget-war-deepens
(FROM THE ARTICLE: It’s a sign of just how bad the state’s budget war has become: One of the few officials widely considered to be someone who could and would compromise has announced her resignation, effective July 1. In a stunning—but not wholly unexpected—development, Sen. Christine Radogno of Lemont said she will step down as a senator and the Senate GOP leader on the same day the state’s new fiscal year will begin, quite likely without a budget in hand. “I have done everything I can do to resolve the state’s budget crisis,” Radogno said in a statement after meeting with her caucus. “I will continue to do so for the coming days. But if the solution will not come on my watch, I hope and pray that the governor, other legislative leaders, Democrats and Republicans in the Senate and House can find a path to solve the state’s problems.” She added: “Though I leave political office with a sense of sadness and some disappointment, I leave with no regrets. I did my best; that’s all I could do.” There was no immediate word on a replacement. Her departure clearly will not help resolve a heavily bitter and personal fight between two strong-willed men at the center of the budget battle: Gov. Bruce Rauner and House Speaker Mike Madigan. Along with Senate Democratic Leader John Cullerton, who has denied rumors about his impending resignation, Radogno crafted a “grand bargain” package that represented the only forward movement in years on a budget. While it never did come to a vote, it formed the basis of the budget and tax-hike plan that Cullerton sent to the Senate, and which now is pending in the House. Perhaps Radogno’s announcement will kick something into high gear in the hours that remain before July 1. But the signs at the moment aren’t great.)

DAILY HERALD
— OUTRAGEOUS: DuPage County to revisit video gambling ban – Robert Sanchez  (DIERSEN: Please join Kathy Gilroy, me, and others who will speak at the DuPage County Finance Committee meeting Tuesday, June 13, 2017, at 7:30 AM, in favor of keeping the ban on video gambling in unincorporated DuPage County.  If you are in DuPage County, please urge DuPage County Board Chairman Dan Cronin, the 18 DuPage County Board members, and especially, the 3 board members who represent your district, to vote to keep the ban.  In 2009, the Milton Township Republican Central Committee (MTRCC) unanimously passed a resolution against video gambling throughout DuPage County.  Since then, no MTRCC member has done anything to rescind that resolution.)
http://www.dailyherald.com/news/20170525/dupage-county-to-revisit-video-gambling-ban
(FROM THE ARTICLE: Amid calls for a repeal of DuPage’s ban on video gambling machines, county board members are going to revisit the issue. Officials in recent months have heard from businesses and a Veterans of Foreign Wars post that would like to offer video gambling. But they’ve also heard from gambling opponents who want to keep the moratorium that affects more than two dozen bars, restaurants, golf courses and social clubs in unincorporated parts of the county. In response, board members have agreed to discuss video gambling during their finance committee meeting scheduled for June 13. “We have people asking us to look at it,” county board member Jim Zay said. “So we need to have a discussion. We should at least give these people the opportunity to present their case for why we should change it. And we should give opponents the opportunity to say why they’re still against it.” Illinois legalized video gambling in 2009, but towns and counties were able to opt out. DuPage enacted its ban in August 2009 after officials cited possible social problems. County board member Paul Fichtner, who serves as chairman of the board’s finance committee, said the outcome of next month’s discussion will determine whether a measure is drafted to lift the prohibition. “We’re going to give everybody an opportunity to speak to the issue,” Fichtner said. If the panel recommends repealing the ban, it still would require a final vote by the full county board. Fichtner said he doesn’t know if there’s enough support on the board to pursue a repeal. “It’s going to be close,” he said. If the ban is lifted, county officials estimate that around 28 liquor license holders might be eligible to apply for a video gambling license. The county would gain between $200,000 and $250,000 a year in revenue, according to one estimate. Counties and towns that allow video gambling receive 5 percent of each machine’s profit. While towns throughout DuPage initially enacted bans, a number have since changed their minds. DuPage towns that allow video gambling are Addison, Aurora, Bensenville, Bloomingdale, Carol Stream, Darien, Glendale Heights, Itasca, Oakbrook Terrace, Roselle, Villa Park, Westmont, Willowbrook, Wood Dale and Woodridge, according to the Illinois Gaming Board. Some bars owners in unincorporated areas say they’ve lost customers to establishments where video gambling is allowed. But anti-gambling advocates say it’s not the county board’s responsibility to level the playing field for bars.)

CHICAGO TRIBUNE
— OUTSTANDING: Drug addiction treatment center hosts talk opposing legalized pot – Diane Moca
http://www.chicagotribune.com/suburbs/naperville-sun/ct-nvs-recreational-marijuana-forum-edward-st-0526-20170525-story.html
(FROM THE ARTICLE: former presidential advisor shared his fears about the effects of marijuana legalization during a lecture Thursday at Linden Oaks Naperville Outpatient Center. “People have to stand up to this industry,” said Kevin Sabet, an assistant professor who served as a senior advisor to President Barack Obama’s drug control director and worked in the Clinton and Bush administrations. “It’s about getting health care voices involved. We need more partners at the table. Right now this industry is getting away with murder.” Sabet shared slides, statistics and anecdotes to support his premise that legalized recreational marijuana in Alaska, California, Colorado, Maine, Massachusetts, Nevada, Oregon, Washington and Washington, D.C., is a lucrative industry that’s misleading the public about pot’s risks and benefits. “We learned the hard way about tobacco, which caused tens of millions of needless deaths,” said Sabet, who founded the nonprofit SAM, or Smart Approaches to Marijuana, in 2013. His organization’s goal, according to its website, is to prevent “another Big Tobacco (by) stopping marijuana legalization and commercialization, educating policy-makers and the public on marijuana issues, and fundraising.” Sabet said marijuana use causes respiratory problems, results in low birth weight babies and can impair learning with permanent IQ loss when consumed in large quantities by someone who’s young, according to the National Academy of Sciences. While he acknowledged that marijuana can eliminate nausea for those fighting cancer or other illnesses, he but did not mention other benefits commonly cited by medical advocates, such as reducing pain and seizures. “The medical marijuana industry is already making a lot of money here” in Illinois, he said. “It’s all about the money.” In the past four years, Illinois has legalized cannabis for medical use and decriminalized recreational use. In March 2017, state lawmakers proposed a measure legalizing recreational marijuana that could be voted on next year. Proponents estimate marijuana could generate between $350 million and $700 million in annual sales, reaping a sales tax windfall for the state. “We’re looking at one side of the ledger. People are not counting the costs,” said Sabet, who presented statistics on health care costs from pot-related illnesses. Marijuana advocates counter that legalization would save money on enforcement and boost opportunities for minority youth. An NAACP report from 2015 said marijuana arrests account for more than half of all drug arrests in the country, with blacks being six times more likely than whites to be arrested for pot possession, making it harder for them to obtain student loans and jobs. Dawn Neylon said she plans to share Sabet’s message with the middle and high school students with whom she works at 360 Youth Services, a Naperville nonprofit prevention program. “We’re learning new ways to give them information to make healthy choices. Alcohol and tobacco use is down dramatically (in Naperville school districts 203 and 204). There’s not much change in marijuana use.” In recent years, teenagers’ perceptions of marijuana have changed and she is seeing a decrease in their belief that pot poses a risk, Neylong said. “That’s concerning. When there’s a decreased sense of harm, there’s a greater risk to use it,” she said. Based on her interactions with teens, she said Naperville parents should be just as concerned about “a little weed” or “a little beer” as they are about opiates because “the earlier they start to use (alcohol or marijuana), the more likely they are to abuse. We want to push the first age of use to help prevent challenges later in life.” Sabet said a 2013 study from the U.S. Department of Health and Human Services showed marijuana can lead to other drugs for some people. “A majority of people who try pot stop using it after three times or less,” he said. “Three to four percent of the time they will try other drugs. More than ninety percent of people using heroin say marijuana or alcohol were drugs of choice before.”)

WIREPOINTS
— Why Won’t Illinois Political Reporters Ask Meaningful Questions? – Mark Glennon  (DIERSEN: When a political reporter like me asks a politician a question that he/she does not like, that politician has their operatives and their dupes strike back viciously.  However, it is extremely difficult for politicians to strike back at political reporters who are protected by powerful employers like ABC7, NBC5, CBS2, Fox News Chicago, WGN, Chicago Tribune, Chicago Sun-Times, Daily Herald, Crain’s Chicago Business, Springfield State Journal Register, etc. However, because I AM NOT PROTECTED BY ANYONE, it is extremely easy for politicians to have their operatives and their dupes strike back at me. I am no longer the TAPROOT Republicans of Illinois chairman. I am no longer a Wheaton Chamber of Commerce Government Affairs Committee member. I am no longer the Milton Township Republican Central Committee webmaster. I am no longer an Illinois Center Right Coalition Steering Committee member. I am no longer an American Association of Political Consultants Midwest Chapter board member.  I should write a book about politicians in Wheaton, in Glen Ellyn, in Milton Township, in DuPage County, and in Illinois a) who have had their operatives and their dupes strike back at me viciously and b) who threaten to strike back at me even more viciously if I ask any questions. Operatives and dupes for politicians almost succeeded, but failed, in keeping me out of Roskam’s press conference Thursday evening, May 4, 2017, at Sanguinetti’s fundraiser at Arrowhead Golf Club in Wheaton.)
http://www.wirepoints.com/why-wont-illinois-political-reporters-ask-meaningful-questions-wp-original/
(FROM THE ARTICLE: It really wouldn’t be that hard to change the narrative in Illinois from fictional to real. If reporters would simply ask they’d receive, or if they didn’t receive they could expose the politicians who have no answers. But they don’t ask. Political reporting on the state and local fiscal crises in Illinois remains like classical theater: part tragedy, part farce and entirely fiction. Try Googling “Rauner and Madigan,” Rauner and Rahm” or anything similar. Most of what you’ll find is little more than a stenographer’s report on name-calling and spin. Headlines like these predominate: “Rauner says Emanuel is ‘biggest disappointment of his time as governor.’ “Emanuel calls governor ’emperor without clothes.’” “Rauner calls Madigan ‘disingenuous.’” “Madigan accuses Rauner of ‘trying to change history.’” “Rahm and Rauner’s personal war of words.” “Rauner, Madigan offer new buzzword on impasse.” “Rauner, Emanuel Take Credit For Job Project, Blame Each For School Funding.” Who gives a damn? Where are headlines like, “A side-by-side comparison of Rauner’s and Madigan’s five-year revenue and spending hopes”? Or, “Rahm explains why actual financial statements show huge city losses while his budgets show balance.” Or, “Candidates for governor specify how much new revenue Illinois needs.” You won’t find them because no reporter asks what’s needed, so Illinoisans go blindly to the polls. Reporters could start with Governor Rauner. His biggest failure is not laying out a credible, long term plan to put the state on a sustainable path. Shame on him for not offering one, but shame on reporters for not insisting on one. The same certainly goes for Rauner’s critics. Next would be every other candidate for governor. Ask them how much revenue would come from a progressive income tax and how much more top brackets would pay. Ask how much new revenue they think the state needs to raise. Those things are key because honest answers would expose with certainty that survivable tax increases won’t be sufficient. Ask Rahm what Chicago’s pension contributions will be in five years under the can-kicking legislation he has sought, and how the city would pay them. That’s when full contributions would kick in. And ask them all why none of them is talking about a solution for the $130 billion in unfunded pensions and $50 billion in unfunded healthcare liabilities for retirees (which would not be reduced materially under any proposals now floating around). Answers to those questions and similar ones are critical to the death spiral we’re in, yet nobody has a clue to the answers. The politicians will duck the questions, but the press must get insistent — they have to demand specifics and rip the face off anybody who offers only the usual, bland generalities. Part of the problem is that political reporters are, well, political reporters. They cover politics — who is saying what about whom, so-and-so’s new ad, who’s up in the polls, how much money they’ve raised, etc. Those are important matters, but they shouldn’t entirely crowd out the most basic policy questions. They’re not all bad, but rays of light are few. Chicago Sun-Times reporters cover Chicago financial issues well. The Chicago Tribune’s editorial board is among the few who understand the depth of the problems we face. The Bond Buyer gets the facts right, though it’s written for the narrow-minded municipal bond industry. Another election season is underway. Will challengers for governor be asked in three different debates whether they would live in the Governor’s mansion, as Rauner was asked last in the last cycle? Will putting ketchup on hotdogs again make the headlines? Will name-calling and spin fill the news? Reporters must be more than stenographers writing down what politicians say, or we’ll sink further into darkness. Ask the questions. It’s really not that hard.)

FORTUNE
— James Comey’s Severance Package May Be a Lot Less Than You Thought – Lucinda Shen (DIERSEN: Constructively, my Democrat GAO superiors have had me on reduced pay administrative leave since September 30, 1997.  So far, in today’s dollars, that has cost me $1,412,820 ($10,250/mo. salary minus $4,238/mo. pension times 235 months equals $1,412,820).)
http://fortune.com/2017/05/11/james-comey-severance-package/
(FROM THE ARTICLE: On the silver screen, members of the intelligence community are rolling in the dough. Think James Bond and his multi-thousand dollar watches, fitted suits, and Aston Martins. But for former FBI director James Corey, the reality is a little less explosive. Comey was set to earn $172,100 of his base salary in 2017, according to data from the Office of Personnel Management (OPM). He may have also been eligible to earn an additional $15,000 based on his performance in 2017. But then President Donald Trump fired Comey Tuesday night—and now Comey is looking at a severance package rather than his full annual salary. When CEOs running a company are dismissed, they are often given a severance package representing a big chunk, if not more, of their annual pay. For instance, Yahoo CEO Marissa Mayer earned $27 million in 2016 in stock, options, and cash. And after Verizon completes its purchase of Yahoo, Mayer will be out with a hefty additional $23 million as her golden parachute. If Comey were any other federal employee, he would receive a severance close to about $32,254 for his 3 years, 8 months, and 7 days of service at the FBI, and his 56 years and 7 months of age, according to the OPM website. But since Comey is a presidential appointee—his severance is, well, zero, according to the OPM. Not that the lack of severance would leave Comey financially unstable: At the time of his nomination in 2013, Comey’s net worth was estimated at more than $11 million, according to CNN. This was thanks in part to his cushy job at the world’s biggest hedge fund, Bridgewater, where he worked prior to joining the FBI. Comey is also not exactly leaving the FBI in disgrace. Hedge fund managers and politicians have come to his defense, while those on both sides of the aisle are questioning Trump’s rational for firing Comey. The attorney general’s office said the decision was due to Comey’s handling of the Hillary Clinton emails case, but critics are questioning whether or not Comey’s investigation regarding Russia’s influence on the U.S. election had something to do with it. Prior to Comey, the Trump administration abruptly dismissed Preet Bharara, the former U.S. Attorney for the Southern District of New York; Sally Yates, former acting Attorney General; and Angella Reid, the former White house chief usher.)

http://thehill.com/homenews/administration/330356-conservative-media-disappointed-with-trump-meeting
(FROM THE ARTICLE: Some conservative media figures invited to an exclusive event with President Trump Monday night left the White House frustrated and complaining that Trump’s staff had intentionally sought to limit what they could report out of the meeting. The White House invitation to about 30 conservative reporters, editors, columnists and radio personalities was originally billed as a background briefing with the president, meaning that they couldn’t attribute quotes to individual sources in the room. The gathering was instead meant to show the White House’s appreciation for outlets it believes are routinely ignored or marginalized by the mainstream press. Representatives from Newsmax, Breitbart, Townhall, The Daily Caller and radio voices like Larry O’Connor and John Fredericks mingled with White House press secretary Sean Spicer, chief strategist Stephen Bannon, chief of staff Reince Priebus and the White House communications team. Reporters were asked to surrender their cellphones before entering the Roosevelt Room, a meeting room in the West Wing across from the Oval Office. Their phones were stored in lockers outside the room. One source said White House director of media affairs Helen Aguirre Ferre explained that phones had to be kept out because the Roosevelt Room is an SCIF, or a sensitive compartmented information facility, where officials view classified information. After the briefing with the president, reporters were told that the conversation had actually been on the record and that they were free to attribute quotes to Trump and Commerce Secretary Wilbur Ross, who was also in attendance. That frustrated the reporters, who did not have their phones on hand to record the conversation. Reporters rushed to retrieve their phones from outside the room to be the first to break the news over Twitter that Trump would institute new tariffs on softwood lumber entering the U.S. from Canada, sources said. “This is what happens when Never Trump, low-energy, Jeb Bush staffers infiltrate Donald Trump’s White House,” one person present said of Ferre, a Bush campaign veteran. “The incompetence by the White House press staff does not serve the president’s interests well.” A White House official told The Hill that CEOs, dignitaries and staff give up their phones before routine meetings in the Roosevelt Room. The room is equipped to be an SCIF, but Monday’s affair was conducted with the doors open, and pool reporters are often allowed to bring video cameras and recording devices inside, for instance to cover a meeting between the president and a foreign official. Reporters were routinely allowed to use mobile phones and laptops during Roosevelt Room briefings with Obama administration officials. Two conservative media figures that were present at the meeting were frustrated nonetheless. They said reporters at the gathering grilled Trump on a handful of sticky political issues important to his conservative base but that no stories will come of it because there is no recording or transcript of the on-the-record meeting. Sources said Trump dodged on two thorny questions. The Daily Caller’s Kaitlan Collins is said to have asked Trump about why he supports amnesty for undocumented immigrants brought to the U.S. as children. She had asked White House press secretary Sean Spicer the same question earlier in the day. And conservative radio host Laura Ingraham is said to have pressed Trump on why he backed away from labeling China a currency manipulator. “There’s no tape, no transcript — I guess some people will be able to write what they remember or scribbled down notes, but you can’t really do it without a transcript or quotes from a recording,” one source said. The frustrations with Monday night’s meeting point to broader complaints some in conservative media have with their treatment by the Trump administration. Many conservative outlets have more access to the White House than they’ve ever had. Conservative media outlets were largely frozen out by the Obama administration, but now they’re routinely called on at briefings or included in the press pool. Still, some don’t feel as if they’re being treated as well as the mainstream press both they and Trump regularly rail against. They argue that Trump routinely gets on the phone with The New York Times or The Washington Post. Of those in the room on Monday night, Trump has conducted interviews with Breitbart’s Matthew Boyle and Christian Broadcasting Network’s David Brody. Ingraham has flown as a guest of the president on Air Force One. “They packed us in a room and made us fight for scraps,” one source said. “It’s not exclusive if you give it to 40 journalists and then make us fight over it. Did [New York Times reporters] Maggie Haberman or Glenn Thrush have to surrender their cellphones for their interview? The White House would be better served if they called on us one by one like he does with them.”)

(FROM THE ARTICLE: DuPage County’s voter registration logs are incorrect and possibly illegal, a transparency organization alleged in a letter it sent to the state recently. The county is one of 24 in Illinois that has more registered voters than voting-age residents, Judicial Watch said, and if the problem isn’t fixed within 90 days, a lawsuit could follow. “Dirty election rolls can mean dirty elections,” Judicial Watch President Tom Fitton said.  “These 11 states face possible Judicial Watch lawsuits unless they follow the law and take reasonable steps to clean up their voting rolls of dead, moved, and non-citizen voters.” Judicial Watch compared data from the Election Assistance Commission and the U.S. Census Bureau American Community Survey. It accused Illinois with not fulfilling requirements under the National Voter Registration and Help America Vote acts that charge states with ensuring voter rolls are up to date. States must have a program in place to remove registered voters who have died, moved or been convicted of a crime that removes their right to vote. Further, they must ensure that no non-citizens are registered to vote.)

FOX NEWS CHICAGO
— Illinois lawmakers gather to discuss legalizing pot – Mike Flannery  (DIERSEN: Those who oppose legalization who attended the hearing included Peter Bensinger, Kathy Gilroy, Judy Kreamer, Ralph Rivera, Thomas Weitzel, and myself. The only legitimate reason to read GOPUSA ILLINOIS emails is to get information a) to help defend and advance the Republican Party platform, the Illinois Republican Party platform, and the Milton Township Republican Central Committee resolution against video gambling and b) to help elect and reelect Republican candidates. If you promote pot, you should not claim to be religious, conservative, or Republican; you should immediately resign from any government or political office that you hold as a Republican and declare yourself to be a Democrat, a Libertarian, or Green. If you promote pot, feel free to unsubscribe to this email. If you are religious, conservative, and/or Republican, please speak out against legalizing pot. Further, please join me in encouraging the 18 members of the DuPage County Board to pass a resolution ASAP in opposition to legalizing pot for recreational use in Illinois, SB 316 and HB 2353, and especially the 12 members of its Judicial & Public Safety Committee: Grant Eckhoff, Chair, Robert L. Larsen, Vice Chair, John Curran, Peter DiCianni, Amy L. Grant, Gary Grasso, James D. Healy, Tonia Khouri, Sean T. Noonan, Donald E. Puchalski, Sam Tornatore, and James F. Zay.)
http://www.fox32chicago.com/news/local/249609492-story
(FROM THE ARTICLE: Legalization has a downside. Colorado’s now Number One in per capita pot consumption, with side effects like a 48 percent increase in fatal traffic accidents. A former Drug Enforcement Administrator predicted legalization here would cause 75 additional marijuana-related highway deaths each year. “Terrible idea! It’s a disaster waiting to happen in Illinois. It’s gonna increase damage to youth. It’s gonna increase highway accidents and fatalities,” said Peter Bensinger, former director of the DEA.)

— What happens if you smoke marijuana every day? – Sean Rossman
https://www.usatoday.com/story/news/nation-now/2017/04/20/what-happens-when-you-smoke-marijuana-every-day/100668404/
(FROM THE ARTICLE: Here’s what experts say happens when you smoke weed every day: Dr. Stuart Gitlow, a professor at the University of Florida and a past president of the American Society of Addiction Medicine, said marijuana is much stronger than it was years ago, giving a more psychedelic feel rather than a mild sense of intoxication. A small percentage, he said, could have hallucinations and paranoia. However, the vast majority, he said, experience that mild high, which fades after several hours. After days of use, the pot becomes stored in the body’s fatty tissue and THC is gradually released into the bloodstream, meaning a person can experience the effect of the drug around the clock. Daily use, he said, promotes a chronic loss of attention, focus and concentration. Daily users perform at a lower level at jobs and at school. Focus and motivation also decrease, he said. Caron Treatment Center Medical Director Dr. Joseph Garbely said about 15% of cannabis users develop an addiction. Daily users, he said, suffer memory, coordination, and problem-solving issues. For some, it could change the way a brain matures. Smokers who start young, he said, are more susceptible to being a daily user or becoming addicted. . .Other factors need to be considered such as their dosage and the reason a person is using the drug. However, he said marijuana can have impact on how people perform at their job or at school. Withdrawal can occur after a period of long-term repeated use.)

— Are Women Punished Harder by the Financial Industry?  A new working paper finds that male financial advisers are considerably more likely to recover after they commit misconduct. – WHET MOSER  (DIERSEN: What “misconduct” in the workplace are you guilty of and how were you punished?  I avoided the draft. I failed/refused to become a Democrat. I opposed patronage, political affiliation discrimination, reverse discrimination, and age discrimination.  I failed/refused to help my superiors get rid of their employees because of their political affiliation, race, gender, or age.  In 1988, when I was 40 years old, I because an active member in a class action lawsuit that charged GAO with reverse discrimination, age discrimination, and retaliation.  My Democrat GAO superiors punished me by forcing me to retire in 1997 when I was 49 years old, by not promoting me beyond GS-13, by keeping me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO 1980-1997, and by forcing me to take an $18,847 pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors punished me by not promoting me beyond GS-12, by disallowing my education deductions in 1978, and by disallowing my partial day per diem claims in 1974.  My Democrat Post Office superiors punished me by forcing me resign in 1969 and by disallowing my sick leave requests.)
