(FROM THE ARTICLE: In Chicagoland’s poorest suburb, just three miles from the Indiana border, property owners have discovered the most effective strategy yet for avoiding Illinois’ highest-in-the-nation property taxes. Stop paying. Facing astronomical bills on real estate that’s now worthless at best, Ford Heights home and business owners have literally nothing to lose by ignoring them. Nearly 1,000 Ford Heights property tax bills totaling $2.3 million weren’t paid last year, according to an analysis of Cook County Treasurer records by South Cook News. That’s in a village of just 2,763 people, 987 households and 729 residential properties. More perspective: the village’s total 2017 budget was $1.8 million. The 996 Ford Heights properties with delinquent taxes will be up for public auction in May; willing buyers can take them off the owners’ hands by making good with Cook County on what’s in arrears. That none will both explains the strategy’s genius, and the tragedy it reveals. In Ford Heights, real estate equity has ceased to exist. The concept of “homeownership” has been explicitly, violently eviscerated in this community. And it’s hardly the only one. Effective Tax Rate: 48% The 20 most expensive properties in Ford Heights in 2017 amounted to $6.6 million in alleged, collective property value and $1.07 million in property taxes due, according to Cook County. An analysis by South Cook News found that 13 of those 20 bills have not been paid, totaling $737,630 of the $1.07 million. The non-payers have their reasons.)

(FROM THE ARTICLE: Hundreds of state jobs that once were exempt from Rutan anti-patronage protections have been reclassified to remove them from political influence during the four years of Gov. Bruce Rauner’s administration. In an interview with The State Journal-Register, Joe Hartzler of Chatham, who was special counsel to Rauner, said that most of his time with the administration was spent on eliminating patronage positions. “The thing that I spent most of my time on, you can call it employment reform or hiring reform to reduce the number of patronage-eligible positions,” Hartzler said. “It is a radical change.” Hartzler said that “we knocked out like 2,500 patronage positions.” “More importantly, we drew a very bright line between people who could be appointed with political considerations versus those people who are, let’s just call them protected employees,” he said. “No administration can any longer hire its political people and saddle the next administration with them.” The U.S. Supreme Court’s 1990 Rutan decision essentially said that patronage or political affiliations should not play a role in most hiring, firing and other personnel decisions in government jobs. Society shies away from discussing the unemployed—and especially the long-term unemployed (someone who is out of work for 27 weeks or more). In December 2018, there were 1.3 million long-term unemployed individuals. Yet, it is still one of those touchy taboo subjects that we all feel could happen to us and would prefer to avoid talking about it. Rationally, you’d believe that with full employment (and the accompanying challenge for companies to find qualified candidates), they would quickly scoop up anyone out of work. Sadly, this does not happen. There is a discrete, unspoken thought process amongst corporate executives that if someone is unemployed for a certain length of time, there must be a problem and they’d rather just pass on the candidate. An unrealistic expectation exists in which hiring managers feel that a person should have found a job within a reasonable time frame after being unemployed—and if they haven’t, something may be wrong with him. The bias against the unemployed is as common and pernicious as age discrimination.)
