(FROM THE ARTICLE: Parties were held together by union or business philosophies, respectively, plus the glue of patronage jobs (jobs awarded by a political patron, such as an urban boss or governor) for precinct workers who linked themselves directly to voters. For my master’s thesis on the Illinois Republican Party of the 1950s and 1960s, I found that at one time 82 of the state’s 102 GOP county chairmen held state jobs courtesy of a Republican governor. The push by reformers for selection of state government employees on merit and court decisions that prohibited job largesse based on party affiliation have largely eliminated patronage jobs. The resource that patronage provided parties has now been replaced, ever more expansively, by the money of mega-millionaires. So today, party organizations are shells of their past importance, and big-money candidates use parties almost solely as labels by which to get onto the ballot. This coming year in Illinois, for example, two billionaires are spending hundreds of millions—at current spending rates—to win the governorship a year from now. Incumbent governor Bruce Rauner also is funding the campaigns of favored legislators, a job traditionally left to the candidates themselves (in my era) and more recently by legislative leaders who raised money for their troops. In the past, when party organizations helped win elections, a wannabe candidate was asked: How much work have you done for the party, and how loyal have you been? Now the question is: How much money do you have or can you raise?)

(FROM THE IVES PRESS RELEASE: The role of Illinois Legislative Inspector General, an agency responsible for uncovering wrongdoing at the highest levels of Illinois government, has been vacant since December 2014. Yesterday it was reported that legislative staff in Springfield is holding up to 27 separate sexual harassment complaints against members of the Illinois General Assembly. A complaint must be filed with the Legislative Inspector General to be considered a “case.” Through that loophole, the political establishment in Springfield has been able to claim that there are no pending cases of sexual harassment. State Representative Jeanne Ives (R-Wheaton) issued the following statement calling on Governor Bruce Rauner and House Speaker Mike Madigan (D-Chicago) to fill the position immediately: “Illinois has a reputation for political corruption. Government transparency and accountability should be top priorities for any leader who is serious about reform,” said Ives. “The charges of sexual harassment recently brought to light by Denise Rotheimer went unheard for a year. She was forced to suffer Senator Silverstein’s unwanted advances for a year. It was only out of political necessity that she was given a hearing at all. Twenty-seven other complaints of sexual harassment are being held by staff members and do not count as cases. Through its inaction, the ILGA has reaffirmed to women across the state that speaking up about the harassment of someone who is politically powerful will get you a one-way ticket to nowhere. (FROM THE ARTICLE: The memories of those many hours I spent teaching rushed back to me as I read the Census Bureau report that in 2016 a record 65.5 million people age five or older speak a language other than English at home, a total that has increased six million since 2010, and more than 34 million since 1990. The largest increases from 2010 to 2016 were among Spanish speakers, up 3.5 million; Chinese, up 564,000; Arabic, up 366,000; Hindi, up 201,000; Telugu, up 143,000; Vietnamese, up 129,000; Tagalog, up 128,000; Haitian, up 109,000; Bengali, up 101,000; Tamil, up 89,000, and Urdu, up 86,000. Telugu and Tamil are spoken in India, and Tagalog is the national language of the Philippines; Bengali is spoken in India and is also the national language of Bangladesh. Huge increases in the non-English speaking population – now more than one in every five households converses in a language other than English – don’t surprise me. As I entered the second half of my teaching career, the special green card and refugee programs ended, and the school district replaced them with open enrollment sessions. Enrollment became more diverse – more immigrant students from different corners of the world. In the end and sadly, however, few students demonstrated a commitment to learning English. That is, when they left the classroom, they returned to their homes in ethnic enclaves, and resumed speaking their native language. In California, not speaking English was particularly easy since most every government and retail service is offered in multiple languages. Learning a new language is hard, and more challenging when there’s no pressing need to adapt linguistically. But one statistic in the Census data jumped out at me. Many of those who speak a foreign language at home aren’t immigrants, but rather are born in the United States – 44 percent, or 29 million, of the 65.5 million. The U.S. born citizens, then, grow up in a household where the heads of family don’t speak English. My final takeaway from two decades of English language instruction was that the experience was personally enriching, but with generous amounts of frustration included in the mix. I would tell my students that to fully take advantage of the American way, English is essential. Without English, newcomers are limited to an unsatisfying life of low-paying jobs or welfare dependency. To Congress, pause in the unsustainable policy of admitting one million legal immigrants annually. Maintaining the current immigration pace guarantees an increasingly fractured America.)

(FROM THE ARTICLE: Between early 2016 and mid-2017 (January to August), the number of mostly self-made government worker millionaires jumped from 3,272 to 16,475. Given the rising stock market, more people are moving into the seven-figure retirement club every month. In August, there were 46,088 people with account balances between $750,000 and $999,000. That was up from only 18,846 in January 2016. So how did they do it? The early TSP millionaires were all political appointees. Either elected (members of the House or Senate) or appointed to top jobs. Many were successful lawyers who were named federal judges. They brought their outside accounts with them and into the TSP, which is probably the least expensive and most closely monitored investment option on earth. According to some sources, one-time government employee Albert Einstein once said that compounding is the eighth wonder of the world. Or words to that effect. Or not. But even if he didn’t, and if he were alive today, he probably would have kind things to say about what happens when people invest over a long period of time, keep calm in good times and bad, and stay the course. In the case of federal investors, it helps immensely to take advantage of the 5 percent match Uncle Sam offers employees. As TSP investor Emily in Washington points out, for a TSP investor making $100,000 per year, that government match translates into a tax-deferred pay raise. And as salary goes up, so does the value of the match. Every now and then, we hear from a self-made TSP millionaire. While they come from all agencies, jobs and income levels, they all have a couple of things in common: They’ve been investing for a long time, an average of 28 years. They have all or most of their money in the C and S funds. When the market tanks (as it did in 1997 and 2008), they continue to buy the stock funds, getting more shares because they consider them on sale. More bang for the buck.)

Citizens of Mexican heritage organized a 26-piece mariachi band to perform on the common grounds. There were also protestors. If you came to this event you could stand with the protestors and chant, “Hey! Hey! Ho! Ho! KKK has got to go!” Or you could hang out with the band and do a little La Bamba. The best case scenario for a KKK rally is that nobody shows up. Having not that many people there and a mariachi band wasn’t a bad response. That organization hasn’t been back to Wheaton since. There was a police presence to keep the peace. To make sure people were protected from harmful actions, not offensive words.)

The Wheaton Republican is one of the most conservative members of the General Assembly, and she is hopping mad at Gov. Bruce Rauner, whom she contends is not trustworthy. Rauner angered many in his party by signing a bill last month providing state funding for elective abortions. He did this after promising multiple Catholic bishops and state lawmakers that he wouldn’t. “He’s failed the integrity test. No one in the Legislature believes a word he says,” Ives said. If Ives enters the race, she would be the only candidate opposing abortion rights in either the Republican or Democrat gubernatorial primaries. “The state is broke. We can’t afford to create another entitlement program, let alone for something as morally reprehensible as abortion,” she said. But Ives says her objection to Rauner goes beyond this. For example, although he ran on a platform opposing “crony capitalism,” Rauner signed a measure giving a multibillion-dollar bailout to Exelon, a power company. Are you starting to get the feeling that she really dislikes the governor? Yeah, me too. But it’s one thing to object to what the leader of your party is doing, and it’s another thing to leave your safe seat in the Legislature and challenge him. Ives said she hasn’t decided yet whether she will run. But listening to her, it sure sounds like she is on the brink of diving in. But running and winning are two different things. And, sadly, money is the lifeblood of politics. Ives began the month with $8,488 in her campaign coffers, while Rauner had $65.5 million. Most of that money came from either himself or his billionaire buddy, businessman Ken Griffin. That almost makes David and Goliath seem like an even contest. And the front-runner for the Democratic nomination, J.B. Pritzker, also is a billionaire who is self- funding. Could Ives beat not only Rauner but Pritzker? Mike Lawrence, a longtime statehouse observer and former senior adviser to Gov. Jim Edgar, is skeptical. “I don’t think she will win the primary, but I’m not writing her off. I think if she runs, she will start out with a solid 30 percent of Republicans who vote in primaries. Far-right conservatives have a disproportionate influence in primaries,” he said. Lawrence noted that when Edgar ran in the Republican primary in 1990 against Steve Baer, the relatively unknown Baer got more than 30 percent of the vote, mainly from anti-abortion voters angry that Edgar supported abortion rights. So, can a middle-class mother of five beat two of the wealthiest men in Illinois? She faces long odds. But she seems undeterred. And there may be a certain populist appeal to someone who isn’t among the wealthiest Illinoisans running. When pressed about her candidacy, Ives said her 8th-grade daughter told her, “Mom, I thought you were going to announce last week.”)

(FROM THE ARTICLE: Gov. Bruce Rauner says he is calling on Congress to pass a federal bill that would allow Illinois to reorganize its pension debt, but no one must have picked up the phone. Last month, Rauner told a group of business leaders that he’s pushing for a bill that would allow the state to restructure much of its estimated $130 billion in unfunded pension liabilities. “We’ve got a bill now. We’re working with Congress to pass a law. We’re lobbying right now that would allow states to reorganize and restructure their pensions,” he said. “If we can get this bill passed in Congress, and I’m hoping to get it done with this tax overhaul that we’re doing, if we can get this bill passed, [it will be] transformative to Illinois taxpayers.” But none of Illinois’ Republican congressional delegation would confirm this week that anyone from Rauner’s camp has approached them about a standalone proposal or one that would be tied in with the coming tax reform plan. Rauner doesn’t have the best relationship with the GOP Congressmen. They strongly rebuked Rauner last month for his signing of a controversial bill allowing for the public funding of abortions. Rep. Peter Roskam, R-Wheaton, who’s in charge of the GOP’s tax reform plan, wouldn’t comment on the premise of allowing a bankruptcy-style restructuring but told others that the idea has been discussed but only conceptually.
