Most company defined-benefit pension plans were changed long ago into 401(k) plans, where your eventual checks will depend on the amount you contributed and the performance of the investments you chose. But for millions of union workers, part of the attraction of paying union dues over a lifetime of work was the promise of a pension. Many of those pensions are so-called multi-employer plans, which cover workers for unrelated employers in the same industry. Now, as a result of years of mismanagement, bad investments or bad assumptions on returns, some funds are running out of money to keep their pension promises to union workers. Pension defaults or cuts now appear likely because of a law passed as part of the 2014 omnibus spending bill designed to keep the government from shutting down. The Kline-Miller Multiemployer Pension Reform Act allows union pension plans to appeal to the Treasury Department to cut pension benefits — even for current retirees — if the plan trustees can demonstrate the cuts are a solution to extreme hardship.)

(FROM THE ARTICLE: An Illinois legislator wants to see the state adopt a uniform, transparent and fiscally sound policy on the question of illegal immigrant students attending state universities. State Rep. Jeanne Ives (R-Wheaton) said publicly funded universities in Illinois lack a uniform standard on accepting illegal immigrants, leading to a patchwork of policies that may be unfair to legal residents of Illinois. “Who it’s unfair to is our own students who cannot attend,” Ives recently told DuPage Policy Journal. “I think that we had a flight of students leaving our state for other universities that give them a better deal.” Illinois State University reported that it had 49 students who identified themselves as not in the country legally during the fall 2016 term. The number of illegal aliens who applied to become students in fall 2017 is 79. The university stresses on its website a core value of diversity. “Undocumented students … who apply to Illinois State are treated identically to any other U.S. citizen or permanent resident,” the university’s policy states. Illegal immigrants who want to study at the university may also be eligible for the in-state tuition rate; they will be asked to complete an affidavit when applying for that tuition rate, according to the university website. However, Illinois State University policies on need-based financial aid and state departmental scholarships are more nuanced. The school is prevented from handing out state or federal funds based on need to illegal immigrants, but those students can freely apply for state scholarships if they meet certain minimum requirements, according to the university website. Ives said she is uncertain if a new state law would need to be passed to create a statewide policy on whether illegal immigrants should be allowed to attend publicly funded universities. Taxpayers are already footing the bill for illegal immigrants to get primary and secondary education — through 12th grade — and Ives thinks state fiscal policies need to be realistic. “We have no budget, and we’re really broke,” she said of the state’s continuing fiscal crisis. Meanwhile, Chicago, a self-identified sanctuary city, seems to encourage illegal aliens to attend publicly funded colleges, Ives said.)

— RNC Sells $2,700 Tickets For Luncheon With Vice President-Elect  (DIERSEN: How much money have you given the RNC during the last year, during the last 10 years, during the last 20 years, during the last 30 years, and during the last 40+ years?  I have given money to the RNC each and every year since 1976. I would have been able to give the RNC more money each year if my Democrat IRS superiors (1971-1980) had not wasted my career and if my Democrat GAO superiors (1980-1997) had not wasted my career and forced me to retire in 1997 when I was 49 years old. But constructively, since 2000, I have made in-kind contributions to the RNC in the form of GOPUSA ILLINOIS emails that are free and contain no advertising.  Since 2004, those emails have gone out each and every day and they have included links to more than 256,300 articles and information on many upcoming events, including RNC’s fundraiser today with Pence.  The value GOPUSA ILLINOIS emails since 2000, and especially since 2004, far exceeds the many millions of dollars that Pence might raise today for the RNC.  While I am motivated enough to donate 10+ hours each and every day of what is left of my life and to pay all the internet, newspaper subscription, website subscription, magazine subscription, and other costs to put out the emails, I am not motivated enough to donate $2,700 for a ticket to attend today’s fundraiser.  I asked to be allowed to attend the fundraiser as the GOPUSA Illinois Editor, but I was told that the fundraiser is closed to members of the news media like me.)

(FROM THE ARTICLE: Tradition at a Crossroads  For more than 130 years, Federal civil-service employees have enjoyed legal protection from partisan politics, but in recent years the partisan standoff in Washington has led to the lapsing of the authorizations for the agencies that enforce these laws. In the case of the U.S. Merit Systems Protection Board, which polices the entire civil service system, the failure to act on a nominee made by President Obama in 2015 will mean that just a few months into Mr. Trump’s term, it is likely that board will cease to have a quorum. As a consequence of the Senate’s failure to act, the incoming President will be able to appoint two of the three MSPB members. Currently the two million plus Federal workers who report to the 4,000 political appointees selected by the President enjoy civil service protections that were first put on the books in the 1880s in homage to President James A. Garfield, who was assassinated by a disgruntled office-seeker who felt slighted that his political work for Mr. Garfield’s Republican Party had gone unrewarded with a patronage position. Mr. Garfield had been a fierce opponent of the spoils system, cracked down on corruption in the U.S. Post Office and said in his inaugural address that “the civil service can never be placed on a satisfactory basis until it is regulated by law.”  Required Merit Hiring  The Pendleton Act, passed in 1883, two years after Mr. Garfield’s death, required that Federal employees be hired on merit and selected based on the results of competitive exams they would be required to take. This was a radical departure from the patronage system that mushroomed in the first 100 years of the nation. “When Garfield was assassinated, it was sort of a galvanizing event and it made a lot of policymakers scrutinize the spoils system—and there had been dissatisfaction with it,” said James Read, the Director of Policy and Evaluation for the U.S. Merit Systems Protection Board. The MSPB is a bipartisan quasi – judicial agency that has 228 employees and an annual budget of close to $47 million. It hears, on average, several thousand cases a year brought by Federal employees who believe their treatment by superiors violated the statutes and regulations that govern the Federal workforce. With the recent budget battles that produced furloughs, a government shutdown, and budget cuts due to sequester, the number of cases swelled to 33,000 in 2013.)

Recruiters are generally highly specialized in what we do and, remember, we’re putting round pegs in round holes. If you are a square peg, it is unlikely that a round peg recruiter can help you. If you are a round peg of the wrong diameter, there are some searches you’ll be excluded from. For instance, recruiters are very rarely hired to bring in entry level employees. Because the pool of talent is generally large for these positions and recruiters are not inexpensive, most businesses choose to fill these slots through campus recruiting, advertisements and the resumes they receive unsolicited. It also means that for certain oversubscribed college fields of study like psychology, sociology, or history, graduates may never be in a position to be helped by the services of a recruiter in obtaining a job in their chosen major. Generally speaking, recruiters start being helpful to younger workers once they have two to three years of experience in a given field—but only to move to another company within that same field. So, for instance, if a candidate excels in engineering (or accounting, or marketing) at their current company, recruiters will be interested in taking them to engineering (or accounting, or marketing) roles at other companies. Recruiters are paid to find people who have specific experience. For example, marketing means marketing to a recruiter. While sales people sometimes move into marketing roles on their own, it is rare that a company will pay a recruiter to find them a sales person that they’ll hire for a marketing position. By the same token, companies use recruiters to hire client-side employees for client-side roles and agency-side people for agency roles. Employees switch on their own from agencies to clients and vice-versa all the time. It is also common for employees to move from a specific function in one industry to the same function in another industry. When using a recruiter to find an employee for a specific role, however, firms may require that the industry experience more closely match their own. You have a non-linear career path  It is very common in today’s workplace for employees—even good ones—to change jobs more frequently and switch functions and industries with greater regularity. However, companies generally won’t pay a recruiter to find somebody like that. Say I’m hired to fill the job of Chief Cook and Bottle Washer for a client. Ideally, they’d like to see somebody who had a part-time job washing bottles in high school, graduated from culinary school with a degree in cooking, and moved on to progressively more responsible positions such as Cook and Bottle Washer Assistant, Associate Cook and Bottle Washer, Cook and Bottle Washing Manager, Director of Cooking and Bottle Washing, before culminating as Vice President of Cooking and Bottle Washing. In fact, some may require that I only target those that have not only done all that but are already serving as Chief Cook and Bottle Washer at another firm. It is sometimes difficult to meet all of a client’s expectations on any given position. Depending on the nature of the job and the client, however, we do usually come remarkably close. The higher up the chain you are in your career, the more closely my clients will want you to have very specific experiences. If you’ve come to your job as Director of Cooking and Bottle Washing by a more circuitous route, the client who’s hired me to fill that job as Chief may not want to meet you.)

(FROM THE ARTICLE: The young women, soon to be mothers, gathered around a big kitchen table, chatting excitedly about due dates and baby names and even morning sickness. But these were not typical expectant mothers. They had used opioids, mostly heroin and fentanyl. Many had been incarcerated. Few had families they could turn to for help, and the fathers of their babies were out of the picture. Most of these women — tough, sassy, vulnerable — were destined to go through their pregnancies in a shelter, jail or even on the street, fending for themselves as they had often done before. Instead, here they were last week, in the cozy kitchen of a classic 1856 New England farmhouse where the aroma of fresh-baked cornbread filled the air. Set before them was a comfort lunch of tomato soup and grilled cheese sandwiches. It was opening day at Hope on Haven Hill, a private house that its owner, Dr. Colene Arnold, had moved her own family out of so these women could move in. “This place is crazy pretty,” said an awe-struck Ariel Robbins Perkins, 24, who is 12 weeks pregnant and arrived here straight from jail. (The New York Times conducted a Facebook Live interview with Ariel that day.) Hope on Haven Hill, financed by $480,000 in federal funds and more than $150,000 in private donations, provides a safe, supportive environment where eight women who are either pregnant or newly postpartum can live while receiving comprehensive treatment and counseling for substance use disorders. Their days will be highly structured, with group therapy, private counseling, childbirth classes, life skills coaching, recovery support services and enrichment programs. Medicaid will reimburse Hope on Haven Hill for the services. Because opioid users are vulnerable to relapsing after they deliver, the women can stay at Hope on Haven Hill for up to a year after giving birth. If they have other children under 5, those children can live here, too. This is part of Haven Hill’s philosophy of keeping mothers and babies together and alleviating the widespread fear among pregnant drug users that if they seek help, their children will be taken away. New Hampshire has two other small facilities for pregnant women with substance use issues. But as the opioid epidemic has worsened, both have long waiting lists. The need is growing, as evidenced by the sharp rise in the number of babies born with neonatal abstinence syndrome, in which the newborn suffers withdrawal from the mother’s drug use. In 2000, the syndrome was diagnosed in 1.5 babies per 1,000 births in New Hampshire; by 2012, that rate had soared to 15 babies per 1,000 births, said Dr. Bonny L. Whalen, a newborn pediatrician at Children’s Hospital at Dartmouth-Hitchcock Medical Center in Lebanon, N.H. The rate now, she said, is even higher. New Hampshire’s rate is almost triple the national average, but it is still a major problem across the country. As of 2012, the federal government says, one baby was born suffering from opioid withdrawal every 25 minutes. That national rate, too, is higher now. The federal government said last week that opioid deaths had continued to surge in 2015 and for the first time in the nation’s history surpassed the number of deaths from gun homicides. Emma Lee, a tiny infant born with neonatal abstinence syndrome, was the first baby to arrive at Hope on Haven Hill on opening day last week. She had spent all 32 days of her life in a neonatal intensive care unit because her mother, Amanda, 31, who was homeless for the first six months of her pregnancy, had used heroin for most of that time and then went on methadone. At birth, babies like Emma Lee suddenly lose their opioid supply. Some go into withdrawal and require methadone or morphine to control their symptoms until they can be weaned off. “Her withdrawals were pretty severe,” said Amanda, who did not want her last name used, as she cradled Emma Lee in their sunny bedroom at Hope on Haven Hill. While in the hospital, the baby had difficulty eating. Her hands and legs shook with tremors. “It was really hard as a mom to see your new baby go through that,” Amanda said. “I know for myself, I know what it feels like to withdraw, and it’s pretty terrible to imagine a tiny helpless baby going through that.” Hope on Haven Hill does not accept active drug users. Most of the women have only recently stopped using opioids — in New Hampshire these days, that usually means heroin and fentanyl. But they cannot detox, because going through withdrawal causes dehydration and increases the risk of miscarriage or of the mother’s self-medicating with opioids to stave off the painful effects of withdrawal. So most of these women are on some kind of medication assisted treatment, either methadone or buprenorphine, which is marketed as Suboxone or Subutex. Erica Vallee, 24, who is five months pregnant, is among those at Hope on Haven Hill on Subutex. She has used heroin since she was 18 and has been in and out of rehab and jail. She says becoming pregnant was “the only thing” that made her stop using illegal drugs. But like others here, she is afraid of relapsing. “I can’t be left alone because I don’t trust myself,” she said as she scrubbed the dishes in the kitchen sink after lunch. The hope is that the stable, nurturing environment of Haven Hill will provide enough support and encouragement for these women to maintain their sobriety. Dr. Arnold, who owns the Haven Hill house, planned the program with Kerry Norton, a prenatal nurse with whom she worked at a nearby women’s health center. About two years ago, the health center started seeing more and more pregnant women with addiction issues who were not being treated for one reason or another. “They didn’t have prenatal care,” said Dr. Arnold, an obstetrician and gynecologist. “They’d show up at the birth center and deliver and have nothing, and their child would be taken out of their custody and they’d be out on the street again.” Among those who showed up at the health center was Abi Lizotte. She was homeless, pregnant and had been using heroin for at least six years, after her older sister had died from an overdose. Ms. Norton, whose own son had overdosed around this same time, took an interest in her, but Ms. Lizotte skipped appointments and Ms. Norton could not find a treatment program that would take her. “I’m an educated nurse who knows the system, and I couldn’t navigate it,” Ms. Norton recalled. “I thought, ‘What is everyone else doing?’ And it blew my mind when I realized what everyone else was doing, which was dying.” In June 2015, after a lengthy and exhaustive struggle, Ms. Norton got Ms. Lizotte — by this point eight months pregnant — into treatment in Nashua. That night, Ms. Norton, an insomniac, went home and took to Facebook, where she asked if anyone knew Ellen DeGeneres or Oprah Winfrey or anyone rich enough to establish a treatment program for pregnant women derailed by drugs. Dr. Arnold, a fellow insomniac, wrote back: “I don’t know Ellen and I don’t know Oprah, but I have this house and I’ve wanted to do this same thing for three years now.” The two started brainstorming and conceived the plan for Hope on Haven Hill. They credit Ms. Lizotte, now 24, sober and the mother of a healthy boy, as their inspiration. Since then, they have overcome mounds of red tape, secured the home’s financing and achieved nonprofit charitable status. In September, Dr. Arnold moved her family — her husband, two children, two dogs and a cat — to a smaller home while workers renovated the Haven Hill house to meet the building codes for a residential center. Workers refinished the wide-plank pine floors, and volunteers came in with buckets of paint as new furniture, beds and linens arrived. After a ribbon-cutting ceremony last week, Timothy Rourke, the chairman of the New Hampshire Governor’s Commission on Alcohol and Drug Abuse, said in an interview that while there was much to celebrate, it was important to remember that the state is in the middle of a crisis. “We’re still looking at a death rate that is way too high and wait lists that are way too long, and many people are asking for help that doesn’t come fast enough,” he said. “Hope on Haven Hill should be a call for all of us to do better.” Its doors barely open, Hope on Haven Hill already has a lengthy waiting list of its own.)

The New York Times reported the website was an outlet that U.S. intelligence officials and private cybersecurity companies believe was created by a unit controlled by the GRU, Russia’s military intelligence agency. Klitzing said FBI agents raised questions about emails involving the state GOP accounts during their visit. The four email accounts involved were inactive or rarely used, and the hacked emails dated to 2015, long before the 2016 contests for president and Illinois offices, Klitzing said. A review of the emails provided by the state GOP shows the messages were largely rudimentary in nature, ranging from requests for training and local party event invitations to reports and discussion that U.S. Rep. Peter Roskam of Wheaton should be considered a “dark horse” candidate to replace House Speaker John Boehner, a contest ultimately won by U.S. Rep. Paul Ryan of Wisconsin. . .The compromised Illinois GOP emails provided to the Tribune were dated from August to October of 2015 and did not involve Trump, Clinton or the presidential contest. Other compromised emails included a half-dozen messages from Chicago businessman Peter Smith, chairman of Corporate Venture Alliances LLC, involving the October 2015 GOP contest to replace Boehner as House speaker. Smith is a longtime Republican conservative and has been a supporter of former House Speaker Newt Gingrich. Jeanne Ives (R-Wheaton) said being inclusive does not necessarily mean being productive. “This is the type of thing that you see happening across higher education everywhere,” Ives told the DuPage Policy Journal. “What they are doing is that they are segregating students based on all sorts of (criteria) such as gender, sex, race and religion. (They are saying) ‘everybody should feel good about themselves for who they are and not based on merit.’ That is completely wrong.” The university, in its goals of inclusivity, has enacted several diversity programs, including holding a “Bystander Intervention/De-Escalation Training” session, taught by a self-described “radical queer feminist activist” and creating an Office of Inclusion and Intercultural Relations (OIIR), dedicated to recruiting and retaining underrepresented students while promoting diversify education and civility, and fostering leadership skills for the global world. Ives said the OIIR contradicts itself via segregation of students, i.e. students are not judged on their merits, but on their background. “That is not very American,” Ives said. “That is not how we built this country. We built this country on hard work and people of all political stripes, all colors and all nations doing their best and succeeding and giving everybody equal opportunity and not an unequal outcome. So this is the University of Illinois along with other universities in the state just running amok.” Ives said the office does not encourage hard work, but instead promotes division. “It’s actually shameful to segregate kids this way,” Ives said. “They should be pushed, to an extent. (FROM THE ARTICLE: Greg Dose, attorney for the applicant, said the facility would not be considered a day-care facility and therefore would not have to be licensed by the state. “This is their own residence,” Dose said. “They are not taking their child to another location.” That drew concerns from councilwoman Suzanne Fitch, who said she thought the facility would provide child care so mothers could attend college classes. As proposed, they would have to be enrolled in college to participate in the program. Mayor Michael Gresk also voiced concerns about who would be watching the infants. “To the casual observer, it would appear that if you are going to have 8, 10, 12 kids and you are going to have mothers going to classes during the course of the day, somebody’s got to watch the infants and perhaps toddlers along the way also,” Gresk said. Dose said he thought some of the women would do the babysitting while others attended college classes, but he was not sure of the arrangement. Florczak-Seeman was not able to attend the Dec. 5 meeting. Councilman Thor Saline also noted that floor plans for the facility show only 10 beds, although the facility could serve as many as 12 women. “Did I miss something, or will the plans change?” he asked. In response, Dose said he wasn’t sure. This would be the company’s first facility, which will be called The Butterfly Garden…A Place for Healing and Transformation.)

Wearing a safety pin has recently become a symbol within the liberal community for one to show solidarity with minorities. The group is headed by Leslie Mac and Marissa Jenae Johnson. Johnson is one of the Black Lives Matter protesters who interrupted Vermont Sen. Bernie Sanders during a speech in Seattle last year. There are four different types of subscriptions offered by the group.
