Despite re-electing the Republican congressman in 2016, they backed Democratic presidential candidate Hillary Clinton over Trump by nearly 7 percentage points. The district typifies the battlegrounds where Republican candidates face anti-Trump headwinds: a fast-growing suburb west of Chicago with a median income near $100,000. Roskam has made no statements of support for Trump on his website or in posts this year to his social media accounts. He acknowledges that associating himself with the president might do more harm than good. Having Trump campaign for him in the district “obviously wouldn’t be helpful,” he said in an interview. Roskam has criticized Trump’s tariffs on imported goods and has decried the administration’s separation of immigrant children from parents. After Trump held a July press conference with Russian President Vladimir Putin and refused to condemn Putin for interference in the 2016 U.S. elections, Roskam called Trump’s performance “an affront to American democracy.” But Roskam notes that he also backs the president on issues important to pro-Trump voters, such as raising military spending and lowering taxes. Each is determined around the same time of the year and both take effect in the following year, assuming that there is a COLA and/or pay raise. The comments we see indicate that some federal employees and retirees do not understand the difference between the two. This is understandable; the federal pay and retirement systems are governed by a complex process with many different factors that can lead to endless variations depending on a person’s situation. . .The purpose of this article is to explain the differences in the COLA and the annual pay raise in an effort to clear up any misconceptions or confusion. The COLA The 2019 COLA was just announced. This applies to federal retirees and Social Security recipients, but not to current federal employees. In 2019, it will be 2.8%. The process for determining the COLA is automatic. You will either get one or not based solely on a formula that is put in place by law and determined based on the cost of living as measured by the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). The amount of the COLA has nothing to do with whether a Republican or a Democrat majority is in office, whether or not it might get vetoed, or out of the spite or benevolence reflected by the latest pet projects among politicians in Congress. Casten has tried to get into a position to capitalize, calling Trump the “worst president of our generation.” He raised twice as much money as Roskam last quarter, his $2.6 million buttressed by millions of dollars in advertising from a group backed by House Democratic leader Nancy Pelosi. The latest spots hit Roskam over taxes and health care, saying it’s time he “checked out of Congress.” . . . “Peter wins close races because he is an exceptionally hard-working candidate, incredibly articulate speaker and has a volunteer base of dedicated individuals second to none,” Dillard said. Since that election 12 years ago, Democrats have made inroads in Roskam’s home base of DuPage County. President Barack Obama won the county twice, and the prosperous patchwork of suburbs recently has sent two Democratic state lawmakers to Springfield. Paraday’s base salary this year is $309,306, but that’s only part of the story. The cost of health insurance, an annuity, pension contributions, a car allowance and other expenses drove Paraday’s total compensation for the year to $407,145 — making him the highest-paid superintendent in Illinois. Paraday oversees 1,130 students in three schools, which were delayed from opening in August due to mold in the junior high. Yet, Paraday makes more than the CEO of Chicago Public Schools, who oversees 371,382 students in 644 schools. Open the Books, a Burr Ridge-based watchdog group, discovered that on top of his other compensation, Paraday is set to receive a “golden handshake” of $762,615 for unused paid days off. “Unused, earned sick leave, unused vacation days and unused personal business days shall be allowed to (accumulate), without limit,” Paraday’s contract states. “The superintendent, at his discretion, may submit for payment, at the current per diem, any unused sick, personal or vacation day(s).” Paraday, 56, who has been superintendent since 2005, accumulated 567 days at a rate of $1,345 per day, Open the Books said, based on information it obtained from the district through the Freedom of Information Act. “The bloated Illinois education bureaucracy rewards those who know how to play the pay-and-pension lottery,” Adam Andrzejewski, Open the Books founder and CEO said in a statement. “It’s time the dollars start following the children rather than the bureaucracy.”)
