But that number hides a perplexing anomaly: The percentage of men who are neither working nor looking for work has risen substantially over the past several decades. The issue, in economist’s jargon, is labor force participation. When the Bureau of Labor Statistics surveys households, every adult is put into one of three categories. Those who have a job are employed. Those who are not working but are searching for a job are unemployed. Those who are neither working nor looking for work are counted as out of the labor force. This last group is ignored when calculating the unemployment rate. The presumption is that if a person without a job isn’t looking for one, then he or she doesn’t want one, and the joblessness is not a problem. But is that really accurate? The data show some striking changes over time. Among women, the share out of the labor force has fallen from 66 percent in 1950 to 43 percent today. That is not surprising in light of changing social norms and the greater career opportunities now open to women. Men, however, exhibit the opposite long-term trend. In 1950, 14 percent of men were out of the labor force. Today, that figure stands at 31 percent. Some of this change is easy to explain. People now spend more years in school, delaying their start of work. In addition, as life expectancy rises, people have longer retirements. A man retiring at age 65 in 1950 could expect to live another 13 years. Today, a man retiring at that age has an average retirement of 18 years. Yet schooling and retirement explain only part of what has occurred. Consider prime-age men, those from the ages of 25 to 54. These men are generally well past their schooling and well before their retirement. Yet this group has also been exiting the labor force. In 1950, only 4 percent of prime-age men were not working or looking for work. Today, that figure is 11 percent.)

Peter Roskam, R-Wheaton, is putting some distance between himself and the Trump administration on the volatile issue of whether to seize and separately hold the children of immigrant parents who are arrested for illegally trying to enter the country. But the size and duration of the distance isn’t quite clear yet. And Roskam’s Democratic re-election foe, Sean Casten, promptly attacked Roskam’s action as inadequate. Roskam’s move came in a statement late yesterday, in which he said that “dragging children away from their parents” should not be a means to securing the U.S. border. “The events unfolding at our nation’s borders are heartbreaking. Being forcibly separated from a child is a parent’s worst nightmare and I cannot fathom the pain these families are enduring,” said Roskam, who already was under pressure from major donors and others to do something to break the immigration standoff. “Every day these children spend apart from their parents, confused, scared, and alone, inflicts additional and unnecessary trauma.” “While I believe we have a responsibility to secure our borders, I also believe that how we treat strangers reflects the moral values this country was founded on. Dragging children away from their parents ought not be a part of the solution,” he continued. “I stand with residents of the 6th District and urge the Department of Justice and Homeland Security to reverse the zero tolerance policy that removes children from their parents at the border.” U.S. Attorney General Jeff Sessions shows no sign of doing so. In a speech yesterday, he even cited a Bible passage—once used to defend slavery—in arguing that God wants citizens to obey the laws of their country. All he’s doing is enforcing a law that Democrats and former President Barack Obama could have changed, Sessions and Trump have said. But Obama didn’t enforce the law in the way Session has, grabbing pre-teen children and holding them in camps and other facilities sometimes thousands of miles away, with little if any contact with their parents. So, what is Roskam going to do to pursue his views and change U.S policy? Roskam’s spokeswoman said he would have supported compromise legislation that House Speaker Paul Ryan is pushing to end family division while giving Trump some things he wants, such as money for the Mexican wall. But Trump today said he wouldn’t sign it, dealing the bill a possibly fatal blow. Given that, what will Roskam do now to turn up pressure on Sessions, Trump and others to back off? Roskam apparently wants to let the dust settle for a few days and see what happens next. Casten is pouncing. “Congress is supposed to be a ‘check’ on the President, not a rubber stamp. It’s clear that neither the Department of Justice nor the Department of Homeland security will act against the president’s wishes,” Casten’s campaign said in a statement. “So we need a Congress with the backbone to pass a law and make this stop. Peter Roskam won’t do it. Sean Casten will. And that’s the fundamental difference in this campaign between an independent Democrat and a Trump Republican who votes with his leader 94 percent of the time.” No word yet on where the Chicago area’s two other GOP congressmen, Randy Hultgren of Plano and Adam Kinzinger of Channahon, stand. But watch for this issue to get increased attention because, even today, TV film of scared kids locked up away from their mom and dad is horrible politics.)

(FROM THE ARTICLE: Members of President Donald Trump’s own party called out recent executive orders targeting federal employee unions, due process and official time use as an attempt to undermine existing law. The executive orders, signed May 25, make it easier for agencies to fire federal employees under investigation for misconduct while calling for the renegotiation of agency contracts with employee unions. They also limit the use of official time, which allows federal employees to conduct union activities such as representing employees in disputes and negotiating contracts with the agency, to no more than 25 percent of an employees work time. “We are concerned that the recent executive orders embark on a path that will undo many of the long-standing principles protected by law, which establish checks and balances not only in the federal workplace but for the American public,” wrote 21 Republican members of the House in a letter to the president. “We believe that the three executive orders undermine existing labor laws and we ask that you rescind them.” The representatives’ open opposition to the executive orders is significant, as House Democrats have already expressed strong opposition to the infringement on the collective bargaining and official time use of federal employees. The new letter marks a solid bipartisan opposition to the new executive orders. Many of the letter’s signers represent federal employee-dense districts and face reelection in November 2018. “As members representing a significant number of hard-working federal employees and retirees, we urge you to uphold the current law and long-standing federal labor statutes that protect America’s civil service from discrimination, unfair treatment and sexual harassment,” the representatives wrote. The legality of the executive orders has already been challenged in court by federal employee unions, and the letter’s assertion that the orders undermine labor laws provides support for that case. J. David Cox Sr., national president of the American Federation of Government Employees, which filed the May 30 suit, applauded the letter, saying: “We are heartened by this showing of support for our members and all federal employees. Everyone benefits when management and bargaining unit employees can work together effectively and efficiently, something President Trump’s executive orders undermine. This administration’s attempt to silence the voice of veterans, law enforcement officers and all hardworking federal employees is not just deplorable, it is illegal. The Strengthening American Communities Act (S. 2984), introduced in May by Sen. Ben Cardin of Maryland but announced last week, would establish a National Public Service Education Grant program, which would pay a significant portion of students’ tuition, provided that they agree to work for at least three years in public service. The program could remove many students’ reliance on student loans to pay for post-secondary education, and allow graduates to enter the workforce debt free. And those already working in positions eligible for the Public Service Loan Forgiveness program, which offers to erase debt after a decade of work in public service, would see relief after only three years.)
