While I was a Crete-Monee High School junior and senior 1964-1966, I washed dishes for the minimum wage in the basement of the SS Kresge in Chicago Heights for 28 hours a week during the school years and for 40 hours a week during the summer of 1965. I got to/from my parents’ home in Crete and that job with a 1958 Chevrolet BelAir that I bought with money I had earned doing yard work and delivering newspapers. I used the money I earned washing dishes buy a new 1966 Pontiac Tempest Sprint ( https://over-drive-magazine.com/wp-content/uploads/2023/02/1965-12-CD-1966-Pontiac-Tempest-Sprint-Test-1-4.pdf ) in May of 1966 to use to commute to/from my parent’s home and UIC. Even though I spent far too many hours washing dishes instead or studying, I got an ACT score of 24 and I graduated in the upper 20% of my class, but only just barely, and I got accepted by UIC. Because of my dishwashing, my interaction with my classmates was very limited.

But my high school friend asked me to join him to take the postal employment test. Because I passed, I was a part-time postal employee while I attended UIC 1966-1968 and NIU in 1969. I graduated from NIU in 1970 and accepted the only job offer that I got, to be the Retail Sales Manager in a Firestone Store, a job that not really require a college degree. I accepted a job offer from Oldsmobile in 1971, but Oldsmobile withdrew that offer saying it had just agreed to stop hiring Whites to settle an EEOC complaint. My Firestone Store boss rudely fired me because I had accepted that offer. Because I had to have a job, I accepted a job offer that I got from IRS. I had taken and passed the Federal Service Entrance Examination while I was a NIU student. Potential employers saw me as being draft bait. They did not believe that my application for a financial hardship draft deferment to help support my mother and brother would be approved.

The House Oversight Committee is questioning IRS enforcement efforts. The IRS can garnish wages and pensions for unpaid taxes. More than 571,000 current and retired federal employees owe $6.3 billion in taxes, a delinquency rate that has been increasing steadily despite threatening letters from the IRS. The House Oversight and Government Reform Committee wants to know why the IRS and other federal agencies haven’t cracked down harder on tax scofflaws within their ranks or moved to seize their wages and pensions through an existing enforcement program. In a letter sent Thursday to IRS Chief Executive Officer Frank J. Bisignano, the GOP-led panel asked the agency to turn over data showing the IRS’s efforts to recover unpaid taxes, whether they’ve used wage and pension garnishment, and if they were successful at bringing any of the money into the Treasury. A recent report by the Treasury Inspector General for Tax Administration (TIGTA) paints a bleak picture of enforcement when it comes to federal workers. It found the number of federal employees delinquent on their taxes had increased by a staggering 43% since 2021 and that 215,000 U.S. government workers — 6.9% of the total workforce — were delinquent on their federal taxes in 2024 alone. The report also found 50,000 federal employees and retirees failed to file any tax returns at all, among them 14,000 repeat non-filers who earned federal salaries of $100,000 or more. At least 122 federal workers did not file a tax return for eight or more years, the inspector general found. A third of all non-filers were U.S. Postal Service workers. Oversight Committee Chairman James Comer, Kentucky Republican, plans to crack down on the federal government’s apparent lack of enforcement. “With TIGTA’s report showing continuous increases in tax noncompliance among current and former federal employees, the Committee is concerned that this trend will continue unless IRS, the Executive Branch and Congress act now to proactively curb noncompliance with federal tax laws,” he wrote to Mr. Bisignano. Failure to file a tax return is a federal crime, but the IRS’s efforts to enforce the law among federal workers have largely failed. Last summer, the IRS mailed 427,000 delinquency notification letters to federal employees and retirees that, according to Mr. Comer, encouraged the scofflaws to voluntarily resolve their outstanding tax bills. Within a month of the notifications, only 59,000 people who received the letters made a payment, and just 4,700 paid all of the taxes they owed. In total, the IRS recovered only $58 million in delinquent tax payments from the federal workforce, which is less than 1% of the total owed by all federal workers and retirees. “This data demonstrates that the majority of noncompliant federal employees ignored the IRS letters and failed to resolve their tax liabilities in a timely manner or at all,” Mr. Comer wrote. The federal government has additional enforcement avenues for these scofflaws beyond sending friendly letters encouraging compliance. The Federal Payment Levy Program authorizes the IRS to garnish up to 15% of federal employee salaries and retiree pensions to recover unpaid taxes. Mr. Comer asked the IRS to turn over the number of non-filers referred to the Federal Payment Levy Program and the amount of tax money recovered, the number of wage garnishment requests for unpaid taxes made to the Bureau of Fiscal Service, the number of employees and pensioners “who had federal payments or salaries levied” and the amount of money recovered. Mr. Comer asked the IRS to turn over the data by July 9 and to agree to a staff-level briefing on IRS enforcement of federal workers’ tax compliance. Under the law, the Treasury Department can hold its own employees accountable for tax delinquencies. The audit said that was probably a factor in the department having a relatively low delinquency rate of just 2.4%. The law, however, prohibits the IRS from sharing tax information outside the Treasury, so other departments struggle to crack down on workers who duck paying their federal taxes. The loophole leads to weak enforcement, Mr. Comer said. “It seems unlikely that employees who are already failing to pay or to file taxes for years in violation of federal laws would voluntarily identify themselves to their employing agencies,” Mr. Comer said.)

— Since I became a Republican Precinct Committeeman in Wheaton in 1999, I have encouraged Republican candidates on ballots in my precinct to walk in Wheaton Independence Day parades. In 2003, the day after all the announced Republican candidates for U.S. Senate attended (Cox, Kathuria, McKenna, Oberweis, and Ryan) had walked in the parade, they all attended a picnic that I had organized in the Prairie Path Park in my precinct. More than 200 attended. In 2005, I started raising $2,500/year from Republican candidates, elected officials, and party leaders to help sponsor the parade and fireworks. Each year I would hand-deliver 500 parade flyers to the homes and businesses along the parade route. In 2007, I raised $2,000 for an elephant to walk behind Roskam in the parade. I would focus on those who continue to have lots of religious, government, political, and/or financial clout in Wheaton. (FROM THE ARTICLE: On Tuesday this week, 19-year-old Karmelo Anthony was convicted of murder for fatally stabbing a competitor at track meet in Texas last year. The killing quickly became national news because Anthony is black, his victim was white and black people were rooting for the stabber. The events that led to Anthony’s plunging a knife into Austin Metcalf’s heart are these: Driven for some reason to sit in a rival team’s tent, Anthony was repeatedly asked to leave by Metcalf. He refused, and tauntingly dared, “Touch me and see what happens.” Metcalf pushed him, whereupon Anthony knifed him. For killing a white kid who had the affrontery to 1) ask him to leave a tent he was not supposed to be in, and 2) touch him, Anthony collected more than $600,000 in donations and gained a small group of protesters outside the courthouse, yelling racist abuse at white people. Anthony’s admirers claimed to be protesting “white supremacy.” Don’t these white people realize Anthony is black? You can’t ask a black person to move! A minister outside the courthouse denounced the entire justice system as the “final frontier of racism and it’s legalized here.” A potential juror admitted, “I don’t know if I feel right putting a brother in jail.” One thing you’ll never see is a group of white people rooting for whites who kill blacks — or anyone else for that matter — just because the accused is white. Nobody protested the arrests of Derek Chauvin, Kim Potter, George Zimmerman or Jake Gardner, and two of those were accidents, the other two self-defense. [Point of law: Lying on your back, having your head smashed into a concrete sidewalk, or being locked in a chokehold so lethal that police are no longer allowed to use it, is not remotely similar to being pushed.] Gardner, for example, an Omaha bar owner, shot and killed a black career criminal who was choking him to death during a BLM riot. The district attorney, along with his entire homicide department, investigated and concluded the shooting was justified. But realizing he was white, the Democratic D.A. recused himself and assigned a black special prosecutor to the case. The black prosecutor promptly issued an arrest warrant for Gardner’s arrest, charging him with manslaughter, attempted first-degree assault, making terroristic threats, and use of a weapon to commit a felony. With a legion of white people rushing to disavow him, evict him, destroy his business, and manipulate the system to ensure his conviction, Gardner killed himself. In other news this week, a 14-year-old black kid in Indianapolis fatally shot a 23-year-old white man in the head during a carjacking. The Indianapolis Metropolitan Police Department chief of police (the city’s first female police chief!!!) and deputy chief of police (a black guy, naturally) held press conferences, emoting over the horrible thing that had happened — to the killer. Chief Tanya Terry, who looks like Janet Reno’s younger, more butch sister, barely mentioned the victim, Brett Scrogham, a serious Christian, who’d been returning from having dinner with his family when he was attacked. Terry began by saying she had “mixed emotions” about his murder — as one does when an innocent man has been shot in the head. In her telling, the vicious cold blooded crime was merely a “tragic incident.” Tearing up, she bemoaned the fact that the suspected killer would “face lifelong consequences,” his life “forever impacted and changed by short-sighted, impulsive, and reckless decisions.” You know, if you think about it, you could say that Scrogham’s life was also impacted, in a way. Finally remembering him, Terry added, “There are victims on the other side of those decisions. And those victims matter.” Yes, we all remember the “tragic incident” in Minneapolis when police officer Derek Chauvin’s life was forever “impacted and changed.” It’s easy to forget, but there was another victim in that encounter, too. Deputy Chief Kendale Adams also called the unprovoked attack a “tragedy,” saying it was “a setback for all of us.” Yes, especially Scrogham. He then called on the community to ensure that potential teenage killers feel valued. “I know that those community-based organizations are out there doing this kind of work, and I would like to keep encouraging them to continue to do the work. … we have to do more.” Everybody has to step up and “do more,” except the teenagers who keep killing people. This is like Rep. Rashida Tlaib (D-Mich.) saying, the day after the Oct. 7 terrorist attack, that she grieved for both “the Palestinian and Israeli lives lost yesterday,” or Rep. Ilhan Omar (D-Minn.) referring to the 9/11 terrorist attack as a day when “some people did something.” Sometimes it seems as if, no matter who kills whom, it’s either the white person’s fault or it’s nobody’s fault.)
